No. A County Solid Waste Hauler license is not required when hauling C&D waste to a C&D landfill. However, if you collect C&D waste and bring it to the Ponderosa, you may need a hauler license, because the Ponderosa is an MSW landfill.
The Ponderosa Landfill accepts asbestos containing material (ACM), both friable and non-friable. ACM must be properly handled, packaged and tracked prior to disposal. Contact the Ponderosa Landfill prior to bringing any ACM to the Ponderosa.

The burn temperature of a permitted municipal waste incinerator is much higher than the temperature of a burn barrel. Poisons produced readily in the low heat of a burn barrel are destroyed in a municipal waste incinerator. Incinerators also have filters, and other pollution control devices. Studies have shown that significantly higher levels of poison are produced in backyard burn barrels than in municipal incinerators.

Resource Recovery converts a waste material (garbage) into energy. It “recovers” the energy “resource” contained in the garbage that would otherwise be thrown away. It reduces pollution and greenhouse gas emissions by replacing coal as an energy source. Currently the State of Minnesota considers Resource Recovery a renewable energy. On the Waste Hierarchy, Resource Recovery is above landfilling.
The MWPC transfer station is the entry point for the resource recovery system. Waste brought to MWPC will be processed and turned into refuse-derived fuel that will be burned at Xcel Energy's Wilmarth Power Plant. to produce enough energy to power around 20,000 homes.

For residents interested in learning how to become a licensed childcare provider in Blue Earth County, the first step is to attend an in-person orientation meeting. In this meeting you will learn more about what it means to be a licensed childcare provided and the application process. Orientation meetings are done by licensing staff, and the meeting is REQUIRED as part of the application process.
Orientation meetings are held four times a year (January, April, July & October) in the first-floor conference room of the Blue Earth County Government Center - Door A, 410 South Fifth Street, Mankato, Minnesota. There are many factors that affect the licensing process timelines; but as a general guideline, most applicants will find it can take anywhere from 2 to 4 months from start to finish after attending an orientation. Historically, lengthy delays are usually due to waiting for background study information or required training not being available.
Blue Earth County prioritizes the relicensing of existing providers before proceeding with licensing new applicants. There are busier times of the year for which a delay may occur due to the relicensing workload of the licensing staff.
Blue Earth County charges an applicant a non-refundable total fee of $50.00 to cover licensing services.

Non-Residential Crisis Services: Mental health assessments, short-term stabilization, problem-solving, counseling, and referrals. 24-Hour Crisis/Warm Line: Crisis support, information, and problem-solving. Road ditches are not county ditches. Road ditches are the responsibility of the road authority.
The first step to solve the problem is to notify the county’s Drainage Management Coordinator. After the Drainage Management Coordinator has reviewed the problem, a plan will be made to solve the problem. Please call (507) 304-4251 to report the problem with the ditch.

Establishing ditch buffers is not required for most repairs. Some repairs, such as re-sloping, require viewers and a buffer must be established.
Repairs are not intended to significantly increase hydraulic efficiency or capacity of the ditch. The term "repair," means to restore all or a part of a drainage system as nearly as practicable to the same condition as originally constructed and subsequently improved. Open ditch repairs include minor work such as spraying for weeds and brush, removal of isolated silt deposits, bridge or culvert cleaning, removal of vegetation, debris or other obstructions, fixing isolated side slope damage due to sloughing, fixing damage to culverts and fixing or installing erosion control structures. Repairs may also involve more extensive cleaning of the ditch bottom of silt deposits to bring the grade line and bottom width to originally constructed or subsequently improved conditions. Repairs on tile lines include repair or replacement of underground tile as well as the tile intakes and outlets.
An improvement project involves the enlarging, extending, straightening, or deepening of an established, previously constructed system. Generally an improvement project provides for the upgrading and enhancement of the existing system’s hydraulic capacity and drainage ability. Improvements must go through a hearing process that includes a determination of benefits.

No! Please put your recyclables in your curbside bin or drop-off at the Recycling Center or Ponderosa Landfill in loose. You can put your recyclables in plastic or paper bags to transport, but empty out your bags into the bin and throw away your plastic bag. Plastic bags are considered a contaminate and can cause damage / harm to recycling machinery and/or workers.
No! In the State of Minnesota, once recyclables are separated from the rest of the solid waste stream it is illegal to dispose of them in the garbage or at the landfill. It is required that they are brought to a Materials Recovery Facility to be processed for recycling.
Also, all recycling that gets brought to the Ponderosa Landfill's Customer Service Building is brought to the Blue Earth County Recycling Center to be brought to a Materials Recovery Facility.
It is sorted mechanically at a Materials Recovery Facility (MRF). The methods employed include air currents, eddy currents, magnets, optical sorters, and other means. Once separated, it is sold off to manufacturers who use recycled material in their products.

Loans are not available for SSTS that have already been installed. Loans are available only for SSTS that serve existing, single family, owner-occupied dwellings that are determined to be either "failing to protect groundwater" or an "imminent threat to public health and safety" as defined by Minnesota Rules, Chapter 7080. Installation or replacement SSTS for construction of a new or replacement dwelling, or for renovation or reuse of an unused or abandoned dwelling or building, are not eligible for this program.
Some residential and many businesses have waste strength that is higher than what can be handled in a conventional system. Some soil treatment areas need to have additional help to deal with the waste strength. Some lots do not have the space available to put in a full sized system and additionally treated wastes have options for a smaller drainfield.
Septic system types (Mounds, Atgrades, Trenches) are determined by the soil conditions present in the exact area that a system is located. The exact determination can be looked at utilizing either soil probe cores or soil pits dug into the ground. From these the soils characteristics and the location of seasonal groundwater saturation can be seen. These determine the type, elevation and size of the system.

Yes, but the South Central Supportive Housing Initiative Blue Earth County Housing Support - LTH is only able to assist participants who are enrolled in the programs.
The South Central Supportive Housing Initiative, through a partnership with Hearth Connection, is able to provide subsidies through several different funding sources.
•Continuum of Care (CoC) rental assistance subsidies may be available for persons who meet the definition of “Chronically Homeless.”
•Minnesota Housing Finance Agency rental assistance subsidies may be available for persons who meet the definition of “Long-Term Homeless.”
•All of the rental assistance subsidies are similar to Section 8. They are based on 30% of a household’s income and all rental units must pass a Housing Quality Standards Inspection. An annual recertification process is performed to assure that all guidelines continue to be met (including, but not limited to income review and housing inspection).
•All rental assistance subsidies provided through the South Central Supportive Housing Initiative require cooperation with case management services.
Housing Support - LTH is not a subsidy, rather a state-funded program that provides help with housing costs for eligible participants. Housing Support funds may pay rent, utilities, household needs, and, under some circumstances, food and/or services for individuals enrolled in the program.

Blue Earth County discontinued in-house water testing in 2010. As a convenience to residents, Blue Earth County worked out an arrangement with Minnesota Valley Testing Laboratories (MVTL) to provide these water testing services. MVTL water test kits can be picked up in the Property & Environmental Resources Department at 410 S. 5th Street, 2nd Floor, Monday-Friday, 8:00 am to 5:00 pm. However, Monday is the only day of the week that samples can be dropped off for pickup and testing by MVTL. For other testing options, refer to the Yellow Pages, under Laboratories-Testing, or go to the MN Department of Health website for a list of Accredited Laboratories.
The Blue Earth County Property & Environmental Resources Department is once again administering a well sealing cost-share program in 2021. This marks the 31st consecutive year that we have administered a well sealing program. This program assists property owners with the costs to have old, unused wells properly sealed by a licensed contractor. All private, unsealed wells which have been replaced prior to 1989 are eligible for this program. Some years there are other sources of well sealing funding available from other agencies like the Natural Resources Conservation Service (NRCS) and the Blue Earth County Soil & Water Conservation District (SWCD). When property changes ownership, the seller of the property is required to disclose to the buyer, the presence and status of ALL (in-use, not-in-use, or properly sealed) water wells located on the property. This document is required by State Law to be submitted to the Property & Environmental Resources Department - Customer Services & Records Division at the time of recording. If wells are not properly disclosed, the buyer has up to six (6) years to initiate civil action to recover the costs (including attorney’s fees) for properly sealing unused wells not properly identified on the disclosure. If the well status has not changed since the last well disclosure was filed, a new disclosure is not required.
Call or stop by the Blue Earth County Property & Environmental Resources Department to pick up a cost-share application. The cost-share application can also be downloaded from the County website. Fill out the required cost-share application and return it to the Property & Environment Resources Department.
Submit a well sealing cost-share application to the County for approval. Authorize the well contractor to do the work after receiving approval from the County. The well contractor must submit a copy of the final well sealing bill to the County along with the required Minnesota Department of Health well sealing log. The County will reimburse the contractor based on the final well sealing bill. The remaining balance of the bill is owed by the property owner.
Our well sealing cost-share program is run on a first-come first-serve basis until our funding is gone for the year. Wells which have been replaced with City water or a new well since 1989 are not eligible for this cost-share program.
Information on in-use wells can be obtained from the Minnesota Department of Health (MDH) Minnesota Well Index or by calling the Blue Earth County Property & Environmental Resources Department (BECPER) - Property & Land Division / Wells & Septics (507-304-4251). Information on sealed wells can also be obtained by calling BECPER.
Additionally, a property owner may obtain well information from a local well contractor. Look for a contractor sticker on the well control panel or pressure tank. If there is no sticker, then call the nearest well contractor since they usually work a specific area around where their business is located. Information on the location of wells on a property may be obtained from the state’s well disclosure database or other county or city resources like building or zoning permits, septic system permits, etc.
