The County Board of Commissioners met in the Commissioners' Room at 9:00 a.m. Present were Chairperson Colleen Landkamer, Commissioner Tom McLaughlin, Commissioner Al Bennett, Commissioner Alvis More, Commissioner Lin Barnes, County Attorney Ross Arneson and County Administrator Dennis McCoy.
1. AGENDA REVIEW
Commissioner Landkamer moved and Commissioner More seconded the motion to approve the amended Agenda to include Tax Abatements; County Ditch #36 Pay Request and an additional Personnel Item. The motion carried. 2000-1

Commissioner Barnes moved and Commissioner More seconded the motion to approve the following resolution:
BLUE EARTH COUNTY
BOARD OF COMMISSIONERS
RESOLUTION ESTABLISHING CROP
DAMAGE PAYMENT SCHEDULE
WHEREAS, Blue Earth County operates a County drainage system according to MS 103E, and,
WHEREAS, it is the intention of Blue Earth County to pay an established rate for crop damages resulting from drainage initiation, improvement or repair, and,
WHEREAS, the County Board is authorized to make such payments under MS 103E.315 subdivision 8 subpart 3, and,
WHEREAS, it is necessary to insure the continuation of drainage systems in Blue Earth County.
NOW THEREFORE, IT IS HEREBY RESOLVED, that the Blue Earth County Board of Commissioners hereby adopts the following yield and price schedule for the year 2000:
Yield/Bushels per Acre Price
Corn 150 $2.50
Soybeans 45 $6.00
Oats 100 $1.25
Wheat 60 $4.00

Commissioner Bennett moved and Commissioner More seconded the motion to approve the following Resolution:
BLUE EARTH COUNTY
BOARD OF COMMISSIONERS
RESOLUTION
WHEREAS, Blue Earth County operates a County drainage system according to MS 103E, and,
WHEREAS, the County Board of Commissioners may seek legal advice on public drainage matters, and,
WHEREAS, the County Attorney provides legal advice to the County Board, and,
WHEREAS, the County Attorney may appoint special Assistant County Attorneys as determined necessary.
NOW THEREFORE, IT IS HEREBY RESOLVED, that the Blue Earth County Board of Commissioners hereby approves the appointment of Kurt A. Deter and counsel under his direction with the Rinke Noonan Law Firm as special Assistant County Attorneys for the purpose of providing legal advice on public drainage matters.

Commissioner Barnes moved and Commissioner McLaughlin seconded the motion to approve a Grant Agreement with the Minnesota Department of Health for the Tobacco-Free Communities for Children (TFCC) 2000-2001 grants program. The motion carried. 2000-10

Commissioner Barnes moved and Commissioner More seconded the motion to reaffirm the payment of $68,789.57 made to Brunz Construction, for County Ditch #36. The motion carried. 2000-13
4. BUSINESS SUBSIDY POLICY PUBLIC HEARING
Pursuant to publication, a public hearing was held to adopt a Business Subsidy Policy.
Chairperson Landkamer opened the public hearing at 10:50 a.m., January 4, 2000.
Mr Ross Arneson, County Attorney, gave an overview of the Policy. Minnesota Statute 116J.994, Subd. 2, requires that local governments adopt criteria for awarding business subsidies prior to any award of a business subsidy after August 1, 1999. This policy is enacted by Blue Earth County in order to comply with the statutory requirements.
Public comments were heard from: Ms. Katy Wortel, Mankato Township.
After discussion, Commissioner Barnes moved and Commissioner More seconded the motion to adopt the Blue Earth County Business Subsidy Policy. The motion carried. 2000-14
Chairperson Landkamer officially closed the public hearing at 11:05 a.m., January 4, 2000. A transcript of this hearing is on file at the County Administrator’s Office, Courthouse, Mankato, MN.
5. PUBLIC WORKS DIRECTOR
Mr. Al Forsberg, Public Works Director, presented the following items for the Boards consideration.

- REGIONAL RAILROAD AUTHORITY ANNUAL MEETING
The annual meeting of the Blue Earth County Regional Railroad Authority was held on January 4, 2000 at 12:00 p.m. in the Boardroom, Blue Earth County Courthouse, Chairperson Al Bennett called the meeting to order.
Attending were Commissioners Colleen Landkamer, Tom McLaughlin, Linley Barnes, Alvis More, Al Bennett, and Executive Director Dennis McCoy.
Motion was made by Commissioner Landkamer and seconded by Commissioner More to approve the minutes of the meeting of January 5, 1999. The motion passed with all members voting aye. 2000-17
Motion was made by Commissioner More and seconded by Commissioner Barnes to elect as officers of the Railroad Authority the following individuals for the calendar year 2000:

There being no further business, motion was made by Commissioner McLaughlin and seconded by Commissioner Barnes to adjourn at 12:05 p.m. All members voted aye. The motion carried. 2000-19
- ECONOMIC DEVELOPMENT AUTHORITY ANNUAL MEETING
The annual meeting of the Blue Earth County Economic Development Authority was held on January 4, 2000 at 12:05 p.m. in the Boardroom, Blue Earth County Courthouse, Chairperson Al Bennett called the meeting to order.
Attending were Commissioners Colleen Landkamer, Tom McLaughlin, Linley Barnes, Alvis More, Al Bennett, Executive Director Dennis McCoy and Secretary Jody Bloemke.
Motion was made by Commissioner Barnes and seconded by Commissioner More to approve the minutes of the meeting of December 2, 1999. The motion passed with all members voting aye. 2000-20
Motion was made by Commissioner McLaughlin and seconded by Commissioner More to elect as officers of the Economic Development Authority the following individuals for the calendar year 2000:
