January 3, 1995
The County Board of Commissioners met in the Commissioners'
Room at 9:00 a.m. Present were Chairperson Keith Stoltzman
Commissioner Colleen Landkamer, Commissioner Leon Tacheny,
Commissioner Lin Barnes, Commissioner Alvis More, Commissioner Al
Bennett, County Attorney Ross Arneson and County Administrator
David Twa.
Commissioner Barnes moved and Commissioner More seconded the
motion to approve the Agenda. The motion carried. 95-1
Commissioner Landkamer moved and Commissioner Barnes
seconded the motion to appoint Commissioner Tacheny as the
Chairperson for 1995. The motion carried. 95-2
Commissioner Barnes moved and Commissioner More seconded the
motion to appoint Commissioner Landkamer as the Vice-Chairperson
for 1995. The motion carried. 95-3

The Commissioners reported on the committees that they serve
on.
Mr. Al Forsberg, Public Works Director, presented the
following items for the Boards consideration.
Mr. Joe Styndl, Maintenance Superintendent, and Mr. Ron
Olson, Maintenance Supervisor, presented the 1995 Equipment
Purchases as an informational item to the Board.
Commissioner Barnes moved and Commissioner Bennett seconded
the motion to approve a cooperative agreement with the MnDNR for
including an overlay of Loon Lake access road in the CSAH 9
paving project. The motion carried. 95-6
Mr. David Twa, County Administrator, presented the following
items for the Boards consideration.
Commissioner Bennett moved and Commissioner More seconded
the motion to appoint an engineer from Survey Services, Mankato,
MN, to determine where the watershed is on County Ditch #27. The
motion carried. 95-7
Commissioner Landkamer moved and Commissioner More seconded
the motion to approve the amended December 20, 1994 Board
Minutes. The motion carried. 95-8
Commissioner Barnes moved and Commissioner More seconded the
motion to approve the following Bills:

salary adjustment from $17.47 to $18.17 effective

Commissioner Bennett moved and Commissioner More seconded
the motion to approve a tax abatement to Alan & Mary Jo Wilson,
Route 3, Box 53, Mankato, MN, R43-09-22-326-002 K-187407. The
motion carried. 95-12
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to approve the following resolution:
WHEREAS, Minnesota Statutes 375.055 authorizes County
Commissioners to receive per diem payments for the
performance of their official duties; and
WHEREAS, the Blue Earth County Board of Commissioners
wishes to adopt by resolution a policy consistent with
the mandates of Minnesota law with respect to per diems
and expense reimbursement; and
NOW THEREFORE, IT IS HEREBY RESOLVED, by the Blue Earth
County Board of Commissioners that:
1. The County Commissioners shall receive a per
diem in the amount established by Resolution
of the County Board for attendance at
meetings, or functions, of the duly
established committees or boards of Blue
Earth County. Those duly established
committees or boards that qualify for the per
diems will be as established by the County
Board of Commissioners at their annual
organizational meeting in each year; or as
may be established by resolution of the Blue
Earth County Board of Commissioners from time
to time.
2. That in accordance with Minnesota Law, no
Commissioner, or citizen representative,
shall receive more than one per diem for any
given day, regardless of the number of
meetings or functions attended.

seconded the motion to approve a Gambling Permit to the Eagle
Aerie 269, Mankato, MN to be held at the Last Chance Bar, Route
9, Box 497, Mankato, MN. The motion carried. 95-15
Commissioner Landkamer moved and Commissioner More seconded the
motion to appoint Commissioners Tacheny and Barnes to the Land
Records Building Committee and appoint the Board Chairperson and
Vice-Chairperson to the Sheriff and Attorney Budget Committee.
The motion carried. 95-16
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to appoint the following Land Records duties:
Abolish the position of County Auditor and transfer all
statutory powers and authority of the Auditor to the
County Board.
Transfer to the Finance Director, or his designee,
those duties listed on the memo dated December 20, 1994
Transfer to the Land Records' Director, or his
designee, those duties listed on the memo captioned
"Land Records Functions"
Transfer to the License Center Director, or her
designee, those duties associated with the management
of elections, and those duties associated with the
issuance of game and fish licenses.
Transfer to the County Administrator, or his designee,
all remaining duties.
The motion carried. The memo is on file in the County
Administrators Office, Courthouse, Mankato, MN. 95-17
Commissioner Landkamer moved and Commissioner More seconded
the motion to adjourn at 11:25 a.m. The motion carried. 95-18
At 11:26 a.m. on January 3, 1995, the annual meeting of the
Blue Earth County Regional Railroad Authority was held in the
Boardroom, Blue Earth County Courthouse, Vice-Chairperson Tacheny
called the meeting to order.
Commissioner More moved and Commissioner Bennett seconded
the motion to approve the minutes of the meeting of January 4,
1994. The motion passed with all members voting aye. 95-19
Commissioner Bennett moved and Commissioner More seconded
the motion to elect the following as officers of the Railroad
Authority for 1995:
Chairperson Leon Tacheny
Vice-Chairperson Colleen Landkamer
Secretary Lin Barnes
Treasurer Alvis More
The motion passed with all members voting aye. 95-20
There being no further business, Commissioner Barnes moved
and Commissioner More seconded the motion to adjourn at 11:28
a.m. The motion carried. 95-21
