BLUE EARTH COUNTY, MINNESOTA
November 21, 1995
The County Board of Commissioners met in the Commissioners'
Room at 9:00 a.m. Present were Chairperson Leon Tacheny,
Commissioner Colleen Landkamer, Commissioner Lin Barnes,
Commissioner Al Bennett, Commissioner Alvis More, County Attorney
Ross Arneson and County Administrator David Twa.
Commissioner More moved and Commissioner Bennett seconded
the motion to approve the amended Agenda. The motion carried.

The Commissioners reported on committees that they have
attended since the last Board Meeting.
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to approve the November 7, 1995 Board
Minutes. The motion carried. 95-365
Commissioner Landkamer moved and Commissioner Barnes
seconded the motion to approve the following Bills:

Mr. Kevin Ploof, Ms. Jamie Berndt, Mr. Mike Johnson, and Ms.
Sue Gerber reported on the AmeriCorps Service Projects they are
working on. They informed the Board that they are accepting
applications for service projects in the five county area. Mr.
Robert Busch, representing Lura Lake Association, complimented
the program and the participants work.
Commissioner Barnes moved and Commissioner Bennett seconded
the motion to appoint Mr. Jerry Books, Finance Director, as the
Minnesota Counties Insurance Trust (MCIT) voting delegate. The

Commissioner Landkamer moved and Commissioner Bennett
seconded the motion to approve a tax abatement to RTR Seed
Company, 1407 North Riverfront Drive, Mankato, MN R01-09-07-230-
003 K-11221. The motion carried. 95-368
Mr. David Twa, County Administrator, presented the October
Financial Report as an informational item.
Commissioner Bennett moved and Commissioner Barnes seconded
the motion to approve a Renewal of a Liquor License to Ironwood
Inc. d/b/a Applewood Restaurant, Route 6, Mankato, MN. The motion
carried. 95-369
Mr. Rick Hanna, Land Use & Natural Resources Administrator,
Ms. Julie Conrad, Land Use & Natural Resources Planner and Mr.
Chuck Peterson, Land Use & Natural Feedlot Specialist, presented
the following Planning and Zoning items.
The first item heard was a Conditional Use Permit to
construct a total confinement swine facility and earthen, manure
lagoon to Bruce Maurer, Section 15, Beauford Township. Mr. Bruce
Maurer, Applicant, and Mr. Greg Strobel, Mapleton, spoke in favor
of the request. Mr. Dave Bade, Beauford Township, spoke against
the request. After discussion Commissioner More moved and
Commissioner Bennett seconded the motion to table the request
because adequate measures had not been taken to prevent or
control offensive odors. The applicant was asked to move the site
to a location that is acceptable to surrounding neighbors and
then bring it back to the Planning Commission. After more
discussion, Commissioner More and Bennett amended their motion to
waive any additional application fee when the applicant reapplies
with an alternative site plan. The motion carried. 95-370
After comments by Mr. John Covey, Jr., applicant and Ms.
Katy Wortel, Mankato Township, Commissioner Bennett moved and
Commissioner More seconded the motion to approve the following:
RESOLUTION GRANTING A CONDITIONAL USE PERMIT
CONSTRUCTION OF A TOTAL CONFINEMENT HOG FACILITY
SECTION 23, STERLING TOWNSHIP
WHEREAS, John Covey Jr., owner of the following real estate
in the County of Blue Earth, Minnesota, to wit:
Northeast Quarter of the Northwest Quarter of the Southwest
Quarter of Section 23, T105N, R27W, Sterling Township.
has applied for a Conditional Use Permit to expand a total
confinement hog operation in an A-1, Prime Agriculture Zoning
District, and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 53-95), a copy of said report has been presented to
the County Board; and
WHEREAS, the Planning Commission of the County on the 1st
day of November, 1995, following proper notice, held a public
hearing regarding the request and, following the hearing, adopted
a recommendation that the request for a conditional use permit be
granted; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. That with proper management of the proposed barns,
manure storage facilities and manure application, the
Conditional Use will not be injurious to the use and
enjoyment of other property in the immediate vicinity
for the agricultural purpose already permitted in the
immediate vicinity of the site.
2. That the predominate use in the area is agriculture and
that the Conditional Use will not impede the normal and
orderly development and improvement of surrounding
vacant property for the agricultural uses in the area.
3. Adequate utilities, access roads, drainage and other
necessary facilities have been or will be provided.
Access will be from a (9 ton limit) County Road.
4. Adequate measures will be taken to provide sufficient
off-road parking and loading space to serve the
proposed use.
5. Soil conditions are adequate to accommodate the
proposed use with a footing tile and granular back fill
to lower the water table.
6. Proper facilities will be provided which will eliminate
any traffic congestion or traffic hazard which may
result from the proposed use.
7. The feedlot is not greater than the feedlot standards
allowed in the A-1, Prime Agriculture Zoning District.
8. The proposed use is consistent with the County Land Use
Plan.
9. That the proposed use does not include residential
development.
10. That the proposed use does not include industrial
development.
11. That the applicant has stated that he needs to expand
his agricultural operation.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit to expand a total confinement hog operation, in an A-1
Zoning District, is granted with the following conditions:
1. The confinement barns conform with the site plan
attached to this report.
2. An MPCA Interim Feedlot Permit is issued before a
construction permit is issued on the proposed request.
3. A Blue Earth County Feedlot Permit is issued before a
construction permit is issued for the total confinement
barns.
4. A Blue Earth County construction permit is issued
before building begins.
5. A minimum of one footing tile inspection pipe is
included in the building design and construction of
each concrete pit. MPCA requires that perimeter drain
tile should be located at least one (1) foot deeper
than the pit bottom.
6. The land application of manure be on the land described
and complies with standards set forth in Attachment A-
1, Manure Management Summary and Attachment A-4, Manure
Application Setbacks.
7. The applicant obtain a Department of Natural Resources,
"Water Appropriations Permit".
8. The disposal of dead animals shall be consistent with
the Minnesota Board of Animal Health regulations.
Applicant shall provide an enclosed location for the
pick up of dead animals.
9. Adequate measures will be taken to minimize or control
offensive odor, fumes, dust, noise, or vibrations so
that none of these will constitute a nuisance.
This resolution shall become effective immediately upon its
passage and without publication.

Commissioner Bennett moved and Commissioner Barnes seconded
the motion to approve the following Conditional Use Permit:
RESOLUTION GRANTING A
CONDITIONAL USE PERMIT
EXPANSION OF A TOTAL CONFINEMENT HOG OPERATION
SECTION 26, GARDEN CITY TOWNSHIP
WHEREAS, Waldemar and Jane Pape, owners and Curtis Pape,
operator of the following real estate in the County of Blue Earth,
Minnesota, to wit:
West 40 acres of East 100 acres of Southeast Quarter of
Section 26, Garden City Township, T107N-R27W,
has applied for a Conditional Use Permit to expand a total
confinement hog operation in an A-1, Prime Agriculture Zoning
District, and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 56-95), a copy of said reports has been presented to
the county board; and
WHEREAS, the Planning Commission of the County on the 1st day
of November, 1995, following proper notice, held a public hearing
regarding the request and, following the hearing, adopted a
recommendation that the request for a conditional use be granted;
and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. The proposed use conforms with the Zoning Ordinance.
2. The proposed use conforms with the Land Use Plan.
3. The proposed use has the required manure storage.
4. The proposed use has the spreadable acres required for
manure application.
5. The applicant is in the process of applying for all
required permits.
6. The proposed use will not create a pollution hazard.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County Board
of Commissioners, that the request for a Conditional Use Permit to
expand a total confinement hog operation, in an A-1 Zoning
District, is granted with the following conditions:
1. The confinement buildings conform with the site plan
attached to the CO 56-95 report.
2. The following must be submitted for approval before a
Blue Earth County Construction Permit is issued:
a. Detailed construction plans for the concrete
storage pit which meet or exceed Midwest Plan
service standards; and
b. An odor management plan.
3 The following must be issued before a Blue Earth County
Construction Permit is issued:
a. An MPCA Certificate of Compliance; and
b. A Blue Earth County Feedlot Permit.
4. A Blue Earth County Construction Permit be issued before
construction begins.
5. A minimum of one footing tile inspection pipe is included
in the building design and construction of each concrete
pit.
6. The land application of manure shall be on land described
in the Preliminary Manure Management Plan and complies
with standards set forth in CO 56-95 Attachments A-1,
Manure Management Summary, and A-4, Manure Application
Setbacks.
7. The disposal of dead animals shall be consistent with the
Minnesota Board of Animal Health regulations. Applicant
shall provide an enclosed location for the pick up of
dead animals.
8. The applicant obtains a Department of Natural Resources,
"Water Appropriations Permit."
This resolution shall become effective immediately upon its

Commissioner More moved and Commissioner Landkamer seconded
the motion to approve the following final plat:
RESOLUTION
APPROVING FINAL PLAT
POINT WILD SUBDIVISION
SECTION 28 AND 33, JAMESTOWN TOWNSHIP
WHEREAS, the owner of the property included in the plat Point
Wild Subdivision has submitted a final plat for approval; and,
WHEREAS, the final plat was reviewed by the Blue Earth County
Planning Commission on November 8th, 1995; and,
WHEREAS, the Blue Earth County Planning Commission recommended
approval of said final plat; and,
WHEREAS, the final plat meets the requirements of the Blue
Earth County Subdivision Ordinance,
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners hereby approve the final plat of Point Wild
Subdivision, and authorizes the Chair of the Board of Commissioners
and the County Administrator to sign said plat.
This resolution shall become effective immediately upon its passage
and without publication.

Commissioner Barnes moved and Commissioner Landkamer seconded
the motion to approve the following Final Plat:
RESOLUTION
APPROVING FINAL PLAT
ANDEREGG SUBDIVISION
SECTION 16 AND 21, LERAY TOWNSHIP
WHEREAS, the owner of the property included in the plat
Anderegg Subdivision has submitted a final plat for approval; and,
WHEREAS, the final plat was reviewed by the Blue Earth County
Planning Commission on November 8th, 1995; and,
WHEREAS, the Blue Earth County Planning Commission recommended
approval of said final plat; and,
WHEREAS, the final plat meets the requirements of the Blue
Earth County Subdivision Ordinance,
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners hereby approve the final plat of Anderegg
Subdivision, and authorizes the Chair of the Board of Commissioners
and the County Administrator to sign said plat.
This resolution shall become effective immediately upon its passage
and without publication.

A Preliminary Plat Review for Country Haven Subdivision,
Section 9, Decoria Township was heard. No action is required at
this time.
Commissioner More moved and Commissioner Barnes seconded the
motion to approve the following Conditional Use Permit:
RESOLUTION GRANTING A CONDITIONAL USE PERMIT
TRANSFER OF NON-FARM DEVELOPMENT RIGHTS
SECTION 30, LERAY TOWNSHIP
WHEREAS, Gustaf A. and Mildred Lundgren, owners of the
following real estate located in Blue Earth County, Minnesota, to
wit:
East Half of the Southeast Quarter, except the East 10 acres,
Section 30, LeRay Township, T108N, R25W,
have requested a Conditional Use Permit to transfer development
rights from the North Half of the East Half of the Southeast
Quarter, except the East 10 acres, Section 30, LeRay Township,
T108N, R25W, to the South Half of the East Half of the Southeast
Quarter, except the East 10 acres, Section 30, LeRay Township,
T108N, R25W; and,
WHEREAS, the Blue Earth County Planning Commission, on
November 8, 1995, following proper notice, held a public hearing to
discuss said request, and following the hearing recommended
approval of the Conditional Use Permit; and,
WHEREAS, the County Board of Commissioners finds that:
1. The Conditional Use will not be injurious to the use and
enjoyment of other property already permitted in the immediate
vicinity.
2. Establishment of the Conditional Use will not impede the
normal and orderly development and improvement of surrounding
vacant property for the predominate, agricultural uses in the
area.
3. Adequate utilities, access roads, drainage and other necessary
facilities have been or are being provided.
4. Adequate measures have been or will be taken to provide
sufficient off-road parking space to serve the proposed use.
5. Soil conditions are adequate to accommodate the proposed use.
6. The proposed residential development is not greater than the
density of the surrounding neighborhood and will require a
transfer of development rights.
7. The proposed use is consistent with the County Land Use Plan.8. The applicants need the Conditional Use Permit in order to
construct two homes in the southern half of this parcel.
NOW, THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners hereby approve the Conditional Use Permit
for transfer of non-farm development rights, with the following
conditions:
1. The applicants subdivide and record all divisions of land in
accordance with the provisions of the County Subdivision
Ordinance.
2. The applicants obtain a Blue Earth County construction permit
before any building begins.
This resolution shall become effective immediately upon its
passage and without publication.

Commissioner Barnes moved and Commissioner Landkamer seconded
the motion to approve the following:
RESOLUTION GRANTING A CONDITIONAL USE PERMIT
TO ALLOW A PRIVATE RESTRICTED AIRPORT
IN AN AGRICULTURAL ZONING DISTRICT,
SECTION 30, LERAY TOWNSHIP
WHEREAS, Walt Groskurth and Gary Thissen, owners of the
following real estate located in Blue Earth County, Minnesota, to
wit:
East Half of the Southeast Quarter, except the East 10 acres,
Section 30, LeRay Township, T108N, R25W,
have applied for a Conditional Use Permit to allow a private
restricted airport in an A-1, Agricultural Zoning District; and
WHEREAS, The Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 58-95), a copy of said report has been presented to the
County Board; and
WHEREAS, The Planning Commission of the County on the 8th day
of November, 1995, following proper notice, held a public hearing
regarding the request and, following the hearing, adopted a
recommendation that the request for a Conditional Use Permit be
granted; and
WHEREAS, The Blue Earth County Board of Commissioners finds
that:
1. The Conditional Use will not be injurious to the use and
enjoyment of other property already permitted in the immediate
vicinity.
2. Establishment of the Conditional Use will not impede the
normal and orderly development and improvement of surrounding
vacant property for the predominate, agricultural uses in the
area.
3. Adequate utilities, access roads, drainage and other necessary
facilities have been or are being provided.

of Commissioners, that the request for a Conditional Use Permit for
a private restricted airport in an A-1, Agricultural Zoning
District, is granted with the following conditions:
1. Change in operation, including ownership and users, shall be
cause for review of the Conditional Use Permit and possible
modification or termination.

A Preliminary Plat Review for Krenz Subdivision, Section 4,
Garden City Township was heard. No action is required at this
time.
Commissioner Landkamer moved and Commissioner More seconded
the motion to approve the following:
RESOLUTION REQUESTING EXTENSION
OF
COUNTY COMPREHENSIVE WATER PLAN
WHEREAS, 1995 amendments to the Comprehensive Local Water
Planning Act, M.S. 103B.301 gave the MN Board of Water
and Soil Resources (BWSR) authority to extend the ending
date of local water plans for a period not to exceed 2
years; and
WHEREAS, Blue Earth County will need additional time to
complete the following activities: Review and update
assessments on the basis of watersheds; and
WHEREAS, Blue Earth County will assure continued public
participation in the form of the water planning advisory
committee and public information meetings; and
WHEREAS, no projects will be ordered or commenced under
M.S. 103 B subd. 3 and 4 during the extension period.
NOW, THEREFORE BE IT RESOLVED:
THAT THE Blue Earth County Board of Commissioners
requests from BWSR an extension of their existing local
water plan of 12 months in order to complete the update
process.

Commissioner More moved and Commissioner Bennett seconded the
motion to approve the following:
RESOLUTION OF THE
BLUE EARTH COUNTY BOARD OF COMMISSIONERS
TO PLEDGE SUPPORT FOR THE
DUCK LAKE WATER QUALITY IMPLEMENTATION PROJECT AND A
PHASE II CLEAN WATER PARTNERSHIP IMPLEMENTATION GRANT
WHEREAS, the Blue Earth County of Commissioners seeks to improve
the water quality of the streams and lakes in Blue Earth County;
and
WHEREAS, the citizens of Blue Earth County who are members of the
Duck Lake Water Quality Implementation Project have pledged both
financial, inkind and volunteer support to improve the water
quality of Duck Lake; and
WHEREAS, Blue Earth County has resolved to be the governmental
sponsor Duck Lake Water Quality Implementation Project's
application for an implementation grant from the Minnesota
Pollution Control Agency for funding under the Clean Water
Partnership Act; and
WHEREAS, Duck Lake Water Quality Implementation Project has
requested that Blue Earth County pledge both cash and inkind
services as part of the Duck Lake Water Quality Implementation
Project's application for an implementation grant from the
Minnesota Pollution Control Agency for funding under the Clean
Water Partnership Act.
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County Board of
Commissioners pledge $12,000 in cash and $24,000 of inkind services
as part of the Duck Lake Water Quality Implementation Project's
application for an implementation grant from the Minnesota
Pollution Control Agency for funding under the Clean Water
Partnership Act.

Commissioner More moved and Commissioner Bennett seconded the
motion to approve the following:
RESOLUTION OF THE
BLUE EARTH COUNTY BOARD OF COMMISSIONERS
AUTHORIZING A CLEAN WATER PARTNERSHIP PROJECT IMPLEMENTATION
GRANT/LOAN APPLICATION AND
IDENTIFYING THE PROJECT REPRESENTATIVE
BE IT RESOLVED by the Blue Earth County Board of Commissioners,
that it hereby designates Commissioner Alvis More, as the Project
Representative for the Duck Lake Water Quality Implementation
Project, proposed Clean Water Partnership Phase II Project
Implementation Grant and/or Loan.
The Project Representative shall have the authority to represent
Blue Earth County in all matters that do not specifically require
action by the Blue Earth County Board of Commissioners.
BE IT FURTHER RESOLVED by the Blue Earth County Board of
Commissioners, that the Project Representative designated above is
hereby authorized to submit to the MPCA a Clean Water Partnership
Phase II Project Implementation Grant and/or Loan Application for
the Duck Lake Water Quality Implementation Project.
BE IT FURTHER RESOLVED by the Blue Earth County Board of
Commissioners, that the total project cost of the Duck Lake Water
Quality Implementation Project, is expected to be $60,000. Blue
Earth County would be responsible for the total project costs with
the assistance from any contributing sponsors as detailed in Part
VI of the application.
A Grant, if awarded, could provide up to fifty percent (50%) of the
total project costs. A Loan could cover all or part of the total
project costs and could be used to match all or part of a Grant.
BE IT FURTHER RESOLVED by the Blue Earth County Board of
Commissioners, that submittal of an application does not obligate
the Blue Earth County Board of Commissioners to accept a Grant
and/or Loan if so offered.

Commissioner Barnes moved and Commissioner More seconded the
motion to approve the following:
RESOLUTION OF THE
BLUE EARTH COUNTY BOARD OF COMMISSIONERS
TO BE JOINT GOVERNMENTAL SPONSORS
WITH THE LE SUEUR COUNTY BOARD OF COMMISSIONERS
OF THE LAKE WASHINGTON WATER QUALITY IMPROVEMENT PROJECTS
CLEAN WATER PARTNERSHIP IMPLEMENTATION GRANT
WHEREAS, the Blue Earth County Board of Commissioners
seeks to improve the water quality of the streams and
lakes in Blue Earth County; and
WHEREAS, the citizens of Blue Earth and Le Sueur Counties
who are members of the Lake Washington Water Quality
Improvement Project have pledged both financial, inkind
and volunteer support to improve the water quality of
Lake Washington; and
WHEREAS, Lake Washington Quality Improvement Project has
requested that Blue Earth County be the joint
governmental sponsor along with Le Sueur County for the
Lake Washington Water Quality Improvement Project's
application for an implementation grant from the
Minnesota Pollution Control Agency for funding under the
Clean Water Partnership Act.
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners will serve as a joint governmental
sponsor for the Lake Washington Water Quality Improvement
Project's Clean Water Partnership implementation grant
application to the Minnesota Pollution Control Agency;
and
BE IT RESOLVED, that the Blue Earth County Board of
Commissioners authorizes the filing of the Lake
Washington Water Quality Improvement Project's Clean
Water Partnership implementation grant application to the
Minnesota Pollution Control Agency; and,
BE IT RESOLVED, that Commissioner Alvis More is
designated a Blue Earth County Project Representative,
with authority to represent Blue Earth County in all
matters pertaining to the project; and,
BE IT RESOLVED, that Blue Earth County will provide in-
kind services and support for the project.

Mr. Robert Brush, Mr. Gary Wernberg, Mr. Dwayne Smothers and
Mr. Wes Bonett, representing Lura Lake Association, were present to
request funding of $12,000 for the Lura Lake Cleanwater Partnership
Project. After discussion, Commissioner More moved and
Commissioner Bennett seconded the motion to fund the project $4,000
a year over a three year period. The motion carried. (Adjust

Commissioner More moved and Commissioner Bennett seconded the
motion to appoint Commissioner Lin Barnes as the alternate to the
Minnesota River Basin Joint Powers Board. The motion carried. 95-

Mr. Dennis McCoy, Deputy County Administrator, presented the
following Human Service items.
Commissioner Barnes moved and Commissioner More seconded the
motion to approve the following agreement:
RESOLUTION APPROVING AGREEMENT
FOR PERSONNEL SERVICES
WHEREAS, the County has reviewed various options to
reduce expenditures; and
WHEREAS, the County Administration has explored the
option of contracting with outside entities for the
provision of certain personnel services to the County in
order to reduce costs; and
WHEREAS, contracting for these specified personnel
services was found to be significantly less costly than
employing individuals to perform those duties; and
WHEREAS, the Administration has negotiated a tentative
Agreement with Immanuel-St. Joseph's Hospital
("Hospital") to provide certain specified personnel
services to the County beginning January 1, 1996; and
WHEREAS, the net savings to the County contracting with
the Hospital for these services shall be approximately
fifty thousand ($50,000.00) dollars per year; and
WHEREAS, the County Attorney has reviewed the tentative
Agreement;
NOW THEREFORE, be it resolved by the Blue Earth County
Board of Commissioners as follows:
1. The Board has reviewed and hereby approves the
Agreement between the County and the Hospital
for the provision of certain personnel
services, beginning January 1, 1996.
2. The Board Chair and Clerk are hereby
authorized to sign the Agreement on behalf of
the Board of Commissioners. The County
Administrator is directed to serve a copy of
the signed Agreement upon the Hospital along
with a copy of this Resolution.
3. The County Administrator is hereby directed to
arrange for the orderly transition of the
specified personnel services from current
County personnel to the Hospital.
4. Mr. Dennis McCoy shall continue in the
position of County Personnel Director,
performing or supervising the performance of
all statutory duties required of that
position.

Commissioner Bennett moved and Commissioner More seconded the
motion to approve the following:
RESOLUTION ELIMINATING POSITION
OF PERSONNEL SPECIALIST
WHEREAS, the Board has reviewed and approved an Agreement
for certain personnel services to be provided by
Immanuel-St. Joseph's Hospital, beginning January 1,
1996; and
WHEREAS, the position of Personnel Specialist is no
longer necessary; and
WHEREAS, it is in the best interest of the County to
eliminate the position of Personnel Specialist; and
WHEREAS, the individual employed in the position of
Personnel Specialist was orally informed by County
Administration in approximately March of 1995 that her
position would be eliminated addictive December 31, 1995;
and
NOW THEREFORE, be it resolved by the Blue Earth County
Board of Commissioners as follows:
1. The position of Personnel Specialist shall be
eliminated, effective December 31, 1995.
2. The employment of the current Personnel
Specialist, Mary O'Toole, shall be terminated
effective December 31, 1995.
3. The Board has reviewed and hereby approves the
Notice of Termination to be issued to Ms.
O'Toole. The Board Chair is hereby authorized
to sign the Notice on behalf of the Board of
Commissioners. The County Administration is
hereby directed to serve a copy of the notice
and a copy of this Resolution upon Ms. O'Toole
and to place a copy in her personnel file.

Commissioner Landkamer moved and Commissioner More seconded
the motion to approve the following Human Service items:
Approval of a Nicollet County request for variance to
license an adult foster home.
Approval of the 1996 Brown County Detox Center contract.
This agreement is required to cover those individuals
transported to the detention facility who may be in need
of detoxification services.
Agreement with the State Department of Human Services to
receive funding in the amount of $94,478 for 1996 and
1997 to provide mental health crisis services.
Continuation of an existing agreement with Lutheran
Social Services to provide Guardianship services for
calendar year 1996.
Continuation of an existing agreement with the Blue Earth
County Attorney's office to provide legal services to the
child support collection unit during calendar year 1996.
An agreement with the Minnesota Secretary of State's
office to provide information to the child support
collection unit to assist them in locating absent
parents.

motion to adjourn the meeting at 12:10 p.m. The motion carried.
