The County Board of Commissioners met in the Commissioners' Room at 9:00 a.m. Present were Chairperson Al Bennett, Commissioner Tom McLaughlin, Commissioner Colleen Landkamer, Commissioner Alvis More, Commissioner Lin Barnes, County Attorney Ross Arneson and County Administrator Dennis McCoy.

1. AGENDA REVIEW
Commissioner Landkamer moved and Commissioner More seconded the motion to approve the amended Agenda to include a liquor license. The motion carried. 99-442

Commissioner Landkamer moved and Commissioner More seconded the motion to approve the following:

PROCLAMATION

Whereas competitive sports for youth is helpful in teaching the principles of sportsmanship and fair play to the students thereby contributing to better citizenship; and

The Mankato West Football Team has won the Championship at the Class AAAA State Tournament.

The citizens of Blue Earth County wish to congratulate and recognize this exciting accomplishment; and

It is appropriate to designate December 9, 1999 as

MANKATO WEST HIGH SCHOOL
FOOTBALL TEAM DAY!”

Now, Therefore, Be It Resolved, by the Blue Earth County Board of Commissioners that the Mankato West High School Football Team be congratulated on behalf of the entire County of Blue Earth on their achievements!

Be it further resolved, that December 9, 1999, is hereby proclaimed

“MANKATO WEST HIGH SCHOOL
FOOTBALL TEAM DAY!”

Commissioner Barnes moved and Commissioner Landkamer seconded the motion to approve a renewal Liquor License to Ironwood, Inc., d/b/a Applewood Restaurant, Mankato Township. The motion carried. 99-447

4. 2000 BUDGET WORKSHOP
Mr. Dennis McCoy, County Administrator presented items for the 2000 Budget Workshop.

5. PUBLIC WORKS

Mr. Al Forsberg, Public Works Director, presented the following items for the Board’s consideration.
Commissioner Barnes moved and Commissioner More seconded the motion to approve a Joint Resolution establishing Cooperative Agreement Framework for Mankato/Blue Earth County Road Collaborations, contingent on the City of Mankato’s approval. The motion carried. 99-448
Commissioner Landkamer moved and Commissioner Barnes seconded the motion to establish the following County State Aid Highways contingent on the City of Mankato’s approval :

RESOLUTION ESTABLISHING COUNTY STATE AID HIGHWAYS


WHEREAS:
It appears to the County Board of the County of Blue Earth that the road hereinafter described should be designated as a County State Aid Highway under the provisions of Minnesota Law.

NOW THEREFORE BE IT RESOLVED:
By the County Board of the County of Blue Earth that the road described as follows, to wit:

Beginning at the intersection of Stolzman Road and Stadium Road in the City of Mankato (2,400 feet north of the Southeast Corner of Section 24, Township 108 North, Range 27 West); thence easterly 5,300 feet along the Centerline of Stadium Road to the intersection with Monks Avenue and CSAH 08 (East Quarter Corner of Section 19, Township 108 North, Range 26 West); there terminating, amounting to 1.00 mile.

Beginning at the intersection of Victory Drive and Balcerzak Drive in the City of Mankato (500 feet west of the Northeast Corner of Section 20, Township 108 North, Range 26 West); thence northerly 5,500 feet along Victory Drive to the intersection with Madison Avenue (800 feet west of the Northeast Corner of Section 17, Township 108 North, Range 26 West); and thence continuing northerly 4,800 feet to Trunk Highway 14 (600 feet south and 800 feet west of the Northwest Corner of Section 09, Township 108 North, Range 26 West) there terminating, amounting to 1.95 miles.

Beginning at the West Quarter Corner of Section 21, Township 108 North, Range 26 West; thence easterly and northeasterly 1,800 feet to an intersection with CSAH 82 and CSAH 83 (1,200 feet north and 1,300 feet east of the said West Quarter Corner); there terminating, amounting to 0.34 mile.

be, and hereby is established, located, and designated a County State Aid Highway of said County, subject to the approval of the Commissioner of Transportation of the State of Minnesota.

BE IT FURTHER RESOLVED that the County Administrator is hereby authorized and directed to forward two (2) certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said road or portion thereof, that same be constructed, improved, and maintained as a County State Aid Highway of the County of Blue Earth, to be numbered and known as County State Aid Highway 60.

Commissioner Barnes moved and Commissioner McLaughlin seconded the motion to approve the following revoking of the following County State Aid Highways, contingent on the City of Mankato’s approval:

RESOLUTION REVOKING COUNTY STATE AID HIGHWAYS

WHEREAS: It appears to the County Board of the County of Blue Earth that the road hereinafter described as a County State Aid Highway under the provisions of Minnesota laws.

NOW THEREFORE BE IT RESOLVED: by the County Board of the County of Blue Earth that the roads described as follows, to wit:

Beginning at the intersection of Victory Drive and Hoffman Road (900 feet West and 1300 North of the Southeast Corner of Section 17, Township 108 North, Range 26 West); thence 1.20 miles easterly along Hoffman Road to the intersection with Trunk Highway 22 (Northeast Corner of the Southeast Quarter of the Southeast Quarter of Section 16, Township 108 North, Range 26 West); there terminating, amounting to 1.20 miles.

Beginning at the intersection of Fifth Street and May Street in the City of Mankato; thence easterly along May Street to an intersection of May Street with Sixth Street; thence in a general northeasterly direction along Sixth Street to an intersection of Sixth Street with the Thompson Ravine Road; thence in a general southeasterly and easterly, northeasterly direction along the Thompson Ravine Road to Trunk Highway 14 (730 feet east and 600 feet south of the Northwest Corner of Section 09, Township 108 North, Range 26 West) and there terminating, amounting to 1.03 miles in length.

Beginning at the West Quarter Corner of Section 21, Township 108 North, Range 26 West; thence easterly along the centerline of Stadium Road 1,900 feet to the intersection with CSAH 82 (700 feet west of the center of Section 21, Township 108 North, Range 26 West); there terminating, amounting to 0.36 mile.

Beginning at the intersection of Trunk Highway 22 and Victory Drive (100 feet west of the South Quarter Corner of Section 21, Township 108 North, Range 26 West); thence northerly and northwesterly 4,250 feet along the centerline of Victory Drive to the intersection with CSAH 83 (1,200 feet north and 1,300 feet east of the West Quarter Corner of Section 21, Township 108 North, Range 26 West); there terminating, amounting to 0.80 mile.

Beginning at the intersection of Monks Street and Stadium Road in the City of Mankato (East Quarter Corner of Section 19, Township 108 North, Range 26 West); thence westerly to the junction of Warren Street and Stadium Road (the Northwest Corner of the Northeast Quarter of the Southeast Quarter of said Section 19, Township 108 North, Range 26 West); thence northerly along Warren Street to an intersection of Warren Street with Cedar Street; thence westerly along Cedar Street to an intersection of Cedar Street with Highland Avenue; thence in a general northwesterly, northerly, and northeasterly direction along Highland Avenue to an intersection of Highland Avenue with Warren Street, there terminating, amount to 1.49 miles.

be, and hereby is revoked as a County State Aid Highway of said County, subject to the approval of the Commissioner of Transportation of the State of Minnesota.

BE IT FURTHER RESOLVED that the County Administrator is hereby authorized and directed to forward two (2) certified copies of this resolution to the Commissioner of Transportation for his consideration.

Commissioner Landkamer moved and Commissioner McLaughlin seconded the motion to approve the following Supplement to the MnDNR Agreement for the Rapidan Dam Feasibility Study:

SUPPLEMENT NO. 1 TO CONTRACT NO. R29 02000000350

WHEREAS, the State of Minnesota, Department of Natural Resources, has an Agreement identified as Contract No. R29 02000000350 with Blue Earth County to conduct a study of the removal of the Rapidan Dam; and

WHEREAS, the State and the Grantee have agreed that additional money is necessary for the satisfactory completion of the Agreement; and

WHEREAS, Provision 1.0 AMOUNT OF GRANT, 1.1 STATE SHARE provides:

The State shall award the Grantee one hundred percent (100%) of the local share of the approved Project as identified in Section 2.1 (hereinafter “Project”), or $50,000, whichever is less, for the costs authorized herein. The total obligation of the State for all compensation and reimbursements to Grantee under this Grant shall not exceed $50,000.

NOW THEREFORE IT IS AGREED BY AND BETWEEN THE PARTIES HERETO;

That Provision 1.0 AMOUNT OF GRANT, 1.1 STATE SHARE shall be amended to read:

The State shall award the Grantee one hundred percent (100%) of the local share of the approved Project as identified in Section 2.1 (hereinafter “Project”), or $58,000, whichever is less, for the costs authorized herein. The total obligation of the State for all compensation and reimbursements to Grantee under this Grant shall not exceed $58,000.

Except as herein amended, the provisions of the original Agreement remain unchanged.

Commissioner Landkamer moved and Commissioner More seconded the motion to approve the following:

BLUE EARTH COUNTY
RESOLUTION
DESIGNATING 10-TON ROUTES

WHEREAS, the following County state Aid Highway has been constructed to 10-Ton standards.

CSAH 90 from TH 169/60 to TH 22

WHEREAS, the County Engineer has reviewed the structural design and maintenance cost information and believes the 10-Ton designation would not result in significant additional maintenance costs and would benefit the rural economy;

NOW THEREFORE BE IT RESOLVED the Blue Earth County Board of Commissioners requests the Commissioner of Transportation designate the above-described County State Aid Highway as a 10-Ton Route.

The meeting recessed at 11:50 a.m.
The annual meeting of the Blue Earth County Economic Development Authority was held on December 2, 1999 at 1:30 p.m. in the Boardroom, Blue Earth County Courthouse.
Judge Mason swore in the Economic Development Authority Board.
Attending were Commissioners Al Bennett, Colleen Landkamer, Linley Barnes, Alvis More, Tom McLaughlin, Executive Director Dennis McCoy, Assistant Treasurer Dan Jordet and Secretary Jody Bloemke.
Commissioner Landkamer moved and Commissioner McLaughlin seconded the motion to approve the submittal of the Performance Funding System (PFS) information to the Minneapolis Office of the Department of Housing and Urban Development (HUD) for fiscal year 2000. The motion carried. 99- 453
Commissioner McLaughlin moved and Commissioner More seconded the motion to appoint Mr. Dennis McCoy, Blue Earth County Administrator, as the Executive Director of the Economic Development Authority and shall perform all the duties required by that office and appoint Mr. Dan Jordet, Deputy City Manager, as the Assistant Treasurer of the Economic Development Authority and Assistant Executive Director of the Economic Development Authority and shall perform all the duties required by those offices. There being no further business, Commissioner Landkamer moved and Commissioner McLaughlin seconded the motion to adjourn the meeting of the Economic Development Authority at 1:55 p.m. The motion carried. 99-455
The County Board meeting reconvened at 1: 56 p.m.

7. BUDGET WORKSHOP
Mr. Bill Bassett, Interim Library Director, updated the Board on the County Library System.
Mr. Dennis McCoy, County Administrator, continued to present items for the Budget Workshop.
Commissioner McLaughlin moved and Commissioner Barnes seconded the motion to appoint the following youth to the Extension Committee, Ms. Sara More, Route 1, Box 63, Pemberton and Mr. Marcus Matzke, Route 1, Box 51, Good Thunder, for a two year term starting January 1, 2000. The motion carried. 99-456
Commissioner Barnes moved and Commissioner More seconded the motion to re-appoint Mr. Daniel Sargent, District 2; Mr. Michael Cornish, District 4; Ms. Rebecca Rossow, City of Mankato; Ms. Patty Woodruff, Mayors & Clerks; Mr. Joseph Kubicek, Township Officers; Mr. Michael Laven, Recycling Education Chair and Ms. Kari Venem and Mr. Mathew Malvin as youth appointments to the Environmental Services Advisory Committee. The motion carried. 99-457
Commissioner Barnes moved and Commissioner More seconded the motion to appoint Ms. Cindy Hertling, District 4; Mr. Michael Laven, District 3 and appoint him Chairperson; Ms. Wanda Winch, District 3 and appoint her Vice-Chairperson; and Mr. Jason Giroux, Mankato, Ms. Heidi Holmes, Mankato and Ms. Cara Homgren, Amboy as youth appointments to the Recycling Education Committee. Mr. Dennis McCoy, County Administrator, gave a preview of the Truth In Taxation presentation.
The meeting recessed at 4:30 p.m. until the Truth In Taxation Public Hearing at 6:00 p.m.

8. TRUTH IN TAXATION HEARING
Pursuant to publication, a Truth In Taxation Public Hearing was held at 6:00 p.m., December 2, 1999, at the Courthouse Boardroom, Mankato, Minnesota.



Chairperson Bennett welcomed all those attending. Mr. Dennis McCoy, County Administrator, presented the 2000 and 2001 Blue Earth County Budget as required by M.S. 275.065.
Mr. Charles Berg, Information Services Director, spoke in regards to the County’s Year 2000 compliance; Mr. Bill Bassett, Interim Library Director, spoke in regards to the County Library System and Mrs. Sandra King, Deputy Administrator/Land Records Director, discussed the One Stop Service in the Land Records Department.
Chairperson Bennett opened the meeting for public comments. No public comments were made. Chairperson Bennett closed the public hearing at 6:29 p.m.
