OFFICIAL PROCEEDINGS OF THE BOARD OF COMMISSIONERS
BLUE EARTH COUNTY, MINNESOTA

October 28, 1997

The County Board of Commissioners met in the Commissioners' Room at 7:00 a.m. Present were Chairperson Lin Barnes, Commissioner Leon Tacheny, Commissioner Colleen Landkamer, Commissioner Al Bennett, Commissioner Alvis More, County Attorney Ross Arneson and County Administrator David Twa.

1. AGENDA REVIEW
Commissioner Bennett moved and Commissioner More seconded the motion to approve the amended Agenda to include County Ditch #43 and a Human Service contract. The motion carried. 97-431

2. COMMISSIONERS' REPORTS ON COMMITTEES
The Commissioners reported on committees that they have attended since the last Board Meeting.

3. COUNTY DITCH #86 AWARD BID
Mr. Jerry Kallheim, Ditch Manager and Mr. Doug Parrot, Engineer presented the following Bids:

Commissioner More moved and Commissioner Bennett seconded the motion to award the bid to the low bid of Option 1 to Krengel Brothers, Mapleton, MN, in the amount of $108,251.00. The motion carried. 97-432
Commissioner Tacheny moved and Commissioner Bennett seconded the motion to have all ditch bids be paid according to the bid, and any changes would require a written change order approved by the Engineer of that ditch system and a ditch inspector, or the chairperson if a ditch inspector is not available. The motion carried. 97-433

4. ALLIANCE PIPELINE PROJECT
Mr. Jerry Kallheim, Ditch Manager and Mr. Alan Forsberg, Public Works Director, discussed the Alliance Pipeline Project.

5. ADMINISTRATIVE SERVICES
The Board held a discussion on County Ditch #43 with Mr. Jerry Kallheim, Ditch Manager.
Mr. David Twa, County Administrator, presented the following Human Service contract for the Boards consideration.
Commissioner Landkamer moved and Commissioner Bennett seconded the motion to approve a contract with MRCI to renew an existing contract to provide employability services to individuals with mental illness. The motion carried. 97-434
Commissioner Tacheny moved and Commissioner Bennett seconded the motion to adjourn the Board Meeting at 8:30 a.m. and attend the Stadium Road Ribbon Cutting at the Blue Earth County Highway Shop. The motion carried. 97-435
