BLUE EARTH COUNTY, MINNESOTA
September 26, 1995
The County Board of Commissioners met in the Commissioners'
Room at 9:00 a.m. Present were Chairperson Leon Tacheny,
Commissioner Colleen Landkamer, Commissioner Lin Barnes,
Commissioner Al Bennett, Commissioner Alvis More, County Attorney
Ross Arneson and County Administrator David Twa.
Commissioner Bennett moved and Commissioner More seconded
the motion to approve the amended Agenda. The motion carried.

The Commissioners reported on Committees they have attended
since the last Board meeting.
Commissioner Landkamer moved and Commissioner Barnes
seconded the motion to approve the amended September 12, 1995
Board Minutes. The motion carried. 95-350
Commissioner Barnes moved and Commissioner Bennett seconded
the motion to approve the following Bills:

the motion to approve the following Personnel items:
Employment of Jane Rhodes, as Clerk II (A13), with a
starting salary of $8.49 per hour effective October 2,

Employment of Carla Frederick, as a Case Aide (Club
House Support) (B23), with a starting salary of $10.32
per hour effective September 18, 1995. (Human
Services)
Employment of Rebecca Pansegrau, as a Social Worker
(Co-Location) (C42), with a starting salary of $14.20
per hour effective October 1, 1995. (Human Services)

Commissioner Landkamer moved and Commissioner Bennett
seconded the motion to have the Board Chairperson and County
Administrator sign the LELS Union Contracts. The motion carried.

Commissioner More moved and Commissioner Bennett seconded
the motion to approve a Lawful Gambling Premises Permit
Application from the Heather Curling Club, Mapleton, MN to be
held at the Windmill Bar and Lounge, Hwy 22 North, Mapleton, MN.
The motion carried. 95-354
Mr. Al Forsberg, Public Works Director, Mr. Dean Ehlers,
Parks Superintendent, and Mr. Joe Styndl, Roads Superintendent,
presented the following bid for the Boards consideration.
Pursuant to publication, bids were received, opened and
reviewed for the following public works project, with the
following results:

Commissioner Landkamer moved and Commissioner Bennett
seconded the motion to accept the low bid of $52,850.00 and the
Central Air Option of $1,000.00 from Creative Housing, Mankato.
MN. Commissioners Barnes and Tacheny voted nay. The motion

Mr. Rick Hanna, Land Use & Natural Resources Administrator,
and Ms. Julie Conrad, Land Use & Natural Resources Planner,
presented the following Planning & Zoning items for the Boards
consideration.
A letter requesting the Board to postpone action on any new
or expanding feed lots until the Planning Commission has finished
the work on revisions to the planning ordinance was given to the
Board from a group of concerned citizens. After discussion,
Commissioner More moved and Commissioner Bennett seconded the
motion to continue to hear feedlot requests and follow the
Feedlot Ordinance. The motion carried. 95-356
The first item heard was a rezoning from C-1, Conservation,
to I-2, Heavy Industrial, forty acre tract located in Section 30,
Lime Township from Alfred and Alan Loeffler. The following spoke
in opposition: Mr. Craig Henry, Deerhaven Subdivision; Mr. Tim
Violet, Hubbard Milling Company, and Mr. Harlan Marble, Good
Thunder, MN.
After much discussion Commissioner More moved and
Commissioner Bennett seconded the motion to deny the rezoning
request. The motion carried. Commissioners Barnes and Tachney
voted nay. 95-357
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to approve the following Final Plat:
RESOLUTION
APPROVING FINAL PLAT
HAEFNER SUBDIVISION NO. 2
SECTION 30, LERAY TOWNSHIP
WHEREAS, the owner of the property included in the plat of
Haefner Subdivision No. 2 has submitted a final plat for
approval; and,
WHEREAS, the final plat was reviewed by the Blue Earth
County Planning Commission on September 6th, 1995; and,
WHEREAS, the Blue Earth County Planning Commission
recommended approval of said final plat; and,
WHEREAS, the final plat meets the requirements of the Blue
Earth County Subdivision Ordinance.
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners hereby approve the final plat of Haefner
Subdivision No. 2, and authorizes the Chair of the Board of
Commissioners and the County Administrator to sign said plat.
This resolution shall become effective immediately upon its
passage and without publication.

Commissioner More moved and Commissioner Bennett seconded
the motion to approve the following Conditional Use Permit:
RESOLUTION GRANTING A CONDITIONAL USE PERMIT
CONSTRUCTION OF A NEW, TOTAL CONFINEMENT HOG OPERATION
SECTION 29, MEDO TOWNSHIP
WHEREAS, Kevin and Dana Kollos, owner of the following real
estate in the County of Blue Earth, Minnesota, to wit:
North 460 feet of the South 510 feet of the West 610 feet
of the Northwest Quarter of the Northeast Quarter, Section
29, T106N-R25W, Medo Township,
has applied for a Conditional Use Permit to construct a total
confinement hog operation in an A-1, Prime Agriculture Zoning
District, and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 35-95 ), a copy of said report has been presented to
the County Board; and
WHEREAS, the Planning Commission of the County on the 6th
day of September, 1995, following proper notice, held a public
hearing regarding the request and, following the hearing, adopted
a recommendation that the request for a conditional use permit be
granted; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. With proper management of the proposed barn, manure
storage facilities and manure application, the
Conditional Use will not be injurious to the use and
enjoyment of other property in the immediate vicinity
for the purposes already permitted, within 1,500 feet
of the proposed barn.
2. Expansion of the Conditional Use will not impede the
normal and orderly development and improvement of
surrounding vacant property for the predominant uses in
the area.
3. Adequate utilities, access roads, drainage and other
necessary facilities have been or are being provided.
4. Adequate measures have been taken to provide sufficient
off road parking and loading space to serve the
proposed use.
5. Soil conditions are adequate to accommodate the
proposed use.
6. Proper facilities are provided which would eliminate
any traffic congestion or traffic hazard which may
result from the proposed use.
7. The proposed use is not greater than the intensity
characteristics allowed in the A-1, Prime Agriculture
Zoning District.
8. The proposed use is consistent with the County Land Use
Plan.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit to construct a total confinement hog operation, in an A-1
Zoning District, is granted with the following conditions:
1. The confinement buildings conform with the site plan
attached to this report.
2. A Blue Earth County Feedlot Permit is issued before a
construction permit is issued on the proposed
buildings.
3. A Blue Earth County construction permit is issued
before building begins.
4. A minimum of one footing tile inspection pipe is
included in the building design and construction of
each concrete pit. MPCA requires that drain tile
should be located at least one (1) foot deeper than the
pit bottom.
5. The land application of manure shall be on the land
described in the Preliminary Manure Management Plan and
complies with standards set forth in Attachments A-1,
Manure Management Summary, and A-4, Manure Application
Setbacks.
6. The disposal of dead animals shall be consistent with
the Minnesota Board of Animal Health regulations.
7. The applicant obtains a Department of Natural
Resources, "Water Appropriations Permit".
8. The applicant ensure that adequate measures are taken
to minimize offensive odor, dust, and noise, so that
none of these constitute a nuisance.
9. That the top of the manure storage structure be located
one (1) foot above the center-line elevation of County
Road 169.
10. That spoils from the construction of the pit be placed
around the pit and graded to keep any water from the
road ditch away from the facility.
This resolution shall become effective immediately upon
its passage and without publication.

The next item heard was a Conditional Use Permit request
from Bruce and Karl Blakesley, for construction of a new, total
confinement hog operation in Section 22, Lyra Township. Those
speaking in opposition were: Mr. Tom Hickok, Amboy, and Ms.
Teresa Meyer, Amboy.
After much discussion Commissioner Barnes made a motion to
deny the request on the basis that an alternate site is
available and a conflict of interest with the Township
Supervisors. Chairperson Tacheny stepped down as chair and Vice-
Chair Landkamer stepped in as chair; Commissioner Tacheny
seconded the motion. After further discussion, Commissioner
Bennett stated his concerns that the applicant was not present;
an alternative site is available, and that this site barely meets
requirements. Commissioner Bennett offered an amendment that this
application remain intact with the exception of the site; return
it to the Planning Commission which would make a decision on the
new location and return it to the Board. Commissioner Barnes and
Tacheny accepted the amendment. The motion carried. 95-360
Commissioner More moved and Commissioner Bennett seconded
the motion to approve the following:
RESOLUTION GRANTING A CONDITIONAL USE PERMIT
CONSTRUCTION OF AN EARTHEN BASIN
AND EXPANSION OF AN EXISTING HOG FACILITY
SECTION 18, BEAUFORD TOWNSHIP
WHEREAS, Glen Sohre, owner of the following real estate in
the County of Blue Earth, Minnesota, to wit:
North Half of the Northwest Quarter of the Northeast Quarter
except the East 100' of Section 18, Beauford Township,
T106N-R26W,
has applied for a Conditional Use Permit to expand a total
confinement hog operation in an A-1, Prime Agriculture Zoning
District, and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 43-95), a copy of said report has been presented to
the County Board; and
WHEREAS, the Planning Commission of the County on the 6th
day of September, 1995, following proper notice, held a public
hearing regarding the request and, following the hearing, adopted
a recommendation that the request for a conditional use permit be
granted; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. That with proper management of the proposed barns,
manure storage facilities and manure application, the
Conditional Use will not be injurious to the use and
enjoyment of other property in the immediate vicinity
for the purpose already permitted in the immediate
vicinity within 1,000 feet of the site.
2. Expansion of the Conditional Use will not impede the

necessary facilities have been or will be provided.
4. Adequate measures will be taken to provide sufficient

6. Proper facilities will be provided which will eliminate

result from the proposed use.
7. The proposed use is not greater than the intensity

8. The proposed use is consistent with the County Land Use
Plan.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit to expand a total confinement hog operation, in an A-1
Zoning District, is granted with the following conditions:
1. The confinement building conform with the site plan
attached to this report.
2. An MPCA Certificate of Compliance is issued before a
construction permit is issued on the proposed building
and earthen basin (the earthen basin exceeds 500,000
gallons capacity).
3. A Blue Earth County Feedlot Permit is issued before a
construction permit is issued for the total confinement
barn.
4. A Blue Earth County construction permit is issued
before building begins.
5. A minimum of one footing tile inspection pipe is
included in the building design and construction of
each concrete pit. MPCA requires that perimeter drain
tile should be located at least one (1) foot deeper
than the pit bottom.
6. The land application of manure be on the land described
and complies with standards set forth in Attachment A-
1, Manure Management Summary, and Attachment A-4,
Manure Application Setbacks.
7. The applicant complies with the Blue Earth County
Livestock Manure Management Ordinance, effective
January 4, 1995.
8. The applicant obtain a Department of Natural Resources,
"Water Appropriations Permit".
9. The disposal of dead animals shall be consistent withthe Minnesota Board of
Animal Health regulations.
10. Adequate measures will be taken to minimize or control
offensive odor, fumes, dust, noise, or vibrations so
that none of these will constitute a nuisance.
This resolution shall become effective immediately upon its
passage and without publication.

Commissioner More moved and Commissioner Barnes seconded the
motion to approve a Preliminary Plat Review for Point Wild
Subdivision, Sections 28 and 33, Jamestown Township. Mr. Warren
Smith, Survey Services, and Mr. Matt Oswald, applicant, spoke in
favor of the request. The motion carried. 95-362
Mr. Owen Danberry, applicant, spoke in favor of the

RESOLUTION GRANTING
TRANSFER OF NON-FARM DEVELOPMENT RIGHTS
SECTION 26, JAMESTOWN TOWNSHIP
WHEREAS, Owen Danberry, owner of the following real estate
in the County of Blue Earth, Minnesota, to wit:
The West Half of the Northeast Quarter of the Southeast
Quarter of Section 26, Township 109 North, Range 25 West,
excepting therefrom that part of said Northeast Quarter of
the Southeast Quarter commencing at the Northwest Corner of
said Northeast Quarter of the Southeast Quarter; thence on
an assumed bearing of East along the North line of said
Northeast Quarter of the Southeast Quarter, a distance of
10.00 feet to the actual point of beginning of the tract to
be described; thence on a bearing of South, a distance of
286.60 feet, thence on a bearing of East , a distance of
380.00 feet; thence on a bearing of North, a distance of
286.60 feet to said North line of the Northeast Quarter of
the Southeast Quarter; thence on a bearing of West along

WHEREAS, the transfer of non-farm development rights meets
the requirements of the Blue Earth County Zoning Ordinance.
NOW THEREFORE BE IT RESOLVED, that the Blue Earth County
Board of Commissioners hereby approve the transfer of non-farm
development rights, and authorizes the Chair of the Board of
Commissioners and the County Administrator to sign said transfer
agreement.

Commissioner More moved and Commissioner Bennett seconded
the motion to approve the following Conditional Use Permit:
RESOLUTION GRANTING A
CONDITIONAL USE PERMIT
TO MOVE AN EXISTING SEASONAL CABIN WITH
SPECIAL PROVISIONS FOR THE DESIGN OF THE
SEWAGE TREATMENT SYSTEM
SECTION 34, JAMESTOWN TOWNSHIP
WHEREAS, Betty Ziegler, owner of the following real estate
in the County of Blue Earth, Minnesota, to wit:
Lot 14, Shorewood East Subdivision, Northwest Quarter of
Section 34, Jamestown Township, T109N, R25W
has applied for a Conditional Use Permit to move an existing
seasonal cabin with special provisions for the design of the
sewage treatment system in an R-2, Suburban Residence Zoning
District, and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (CO 49-95), a copy of said report has been presented to
the County Board; and
WHEREAS, the Planning Commission of the County on the 6th
day of September, 1995, following proper notice, held a public
hearing regarding the request and, following the hearing, adopted
a recommendation that the request for a conditional use permit be
granted; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. There are adequate utilities available.
2. The proposed use will not be injurious to the use
and enjoyment of other property in the immediate
vicinity for the purposes already permitted.
3. The proposed use meets the minimum standards of
the County Zoning Ordinance and the County
Shoreland Ordinance.
4. The proposed use will not adversely affect natural
resources.
5. The density of the proposed use is not greater
than the density of the surrounding area and is
not greater than the density indicated by the
applicable Zoning District.
6. Visibility of the structure from Lake Ballantyne
will be limited.
7. The site is adequate for water supply and on-site
sewage treatment.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit to move an existing seasonal cabin with special provisions
for the design of the sewage treatment system, in an R-2,
Suburban Residence Zoning District, is granted with the following
conditions:
1. That at such time usage or ownership of the cabin or
lot changes, including structural alterations, well
water supply provided (either on-site or shared),
seasonal use increased, or any other circumstances
requiring on-site sewage treatment, the owner(s) of the
lot and cabin shall make all necessary on-site sewage
treatment system improvements, as required by State of
Minnesota law.
2. That natural vegetation be maintained to the greatest
degree practicable during construction in order to
prevent any soil erosion problems.
This resolution shall become effective immediately upon its
passage and without publication.

WHEREAS, Luke and Nickie Kranz, owners of the following

the County Board; and
WHEREAS, the Planning Agency of the County on the 21st day
of September, 1995, following proper notice, held an
administrative, public hearing regarding the request; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. The Conditional Use will not be injurious to the use
and enjoyment of other property in the immediate
vicinity for the purposes already permitted.
2. The establishment of the Conditional Use will not
impede the normal and orderly development and
improvement of surrounding vacant property for
predominant uses in the area.
3. Adequate utilities, access roads, drainage and other
necessary facilities have been or are being provided.
4. Soil conditions are adequate to accommodate the
proposed use.
5. The density of the proposed residential development is
not greater than the density of the surrounding uses or
not greater than the density indicated by the
applicable Zoning District.
6. The proposed use is not consistent with the County Land
Use Plan.
7. The applicant has purchased the property with the
intention of building a new home on site in the future.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit for temporary use of a mobile home, in an A-1, Prime
Agriculture Zoning District, is granted with the following
conditions:
1. That the manufactured home be installed in conformance
with State of Minnesota manufactured home installation
requirements.
2. That a conforming sewage treatment system be installed.
If the existing water well is not usable or does not
pass water quality test standards, a conforming new
well will be constructed and the old well must be
properly sealed by a licensed well driller.
3. That any change in the use from that stated on the
permit shall be cause for review and the permit may be
continued, modified, or terminated.
4. That the conditional use permit shall be valid for a
period of five years.
This resolution shall become effective immediately upon its
passage and without publication.

the motion to approve the following:

WHEREAS, Leonard Dawley, owner of the following real estate
in the County of Blue Earth, Minnesota, to wit:
Commencing at the Southwest Corner of Section 34; thence
South 89 degrees 48 minutes 32 seconds East (assumed
bearing) along the South line of the Southwest Quarter of
Section 34 a distance of 334.75 feet tot he point of
intersection with the northerly right of way line of the

vicinity for the purposes already permitted.

CONDITIONAL USE PERMIT
FOR A MANUFACTURED HOME
SECTION 2, SHELBY TOWNSHIP
WHEREAS, Lowell Krause II, owner of the following real estate in
Blue Earth County, Minnesota, to wit:
Beginning on the North line of Section 2, T105N, R28W, at
the intersection of the centerline of Township Road No. 378,
thence South along the centerline of said township road 1320
feet, thence West at a right angle 325 feet; thence South at
a right angle 480 feet; thence East at a right angle 305
feet, more or less, to the centerline of said township road;
thence North along the centerline of said township road 508
feet, more or less, to the place of beginning.
has applied for a conditional use permit to put a manufactured
home in an A-1, Prime Agriculture Zoning District; and
WHEREAS, the Planning Agency of the County has completed a
review of the application and made a report pertaining to said
request (AH 05-95), a copy of said report has been presented to
the County Board; and
WHEREAS, the Planning Agency of the County on the 21st day
of September, 1995, following proper notice, held an
administrative, public hearing regarding the request; and
WHEREAS, the Blue Earth County Board of Commissioners finds
that:
1. The Conditional Use will not be injurious to the use
and enjoyment of other property in the immediate
vicinity for the purposes already permitted.
2. The establishment of the Conditional Use will not
impede the normal and orderly development and
improvement of surrounding vacant property for
predominant uses in the area.
3. Adequate utilities, access roads, drainage and other
necessary facilities have been or are being provided.
4. Soil conditions are adequate to accommodate the
proposed use.
5. The density of the proposed residential development is
not greater than the density of the surrounding uses or
not greater than the density indicated by the
applicable Zoning District.
6. The proposed use is not consistent with the County Land
Use Plan.
NOW THEREFORE BE IT RESOLVED, by the Blue Earth County
Board of Commissioners, that the request for a Conditional Use
Permit for the use of a manufactured home, in an A-1, Prime
Agriculture Zoning District, is granted with the following
conditions:
1. That the manufactured home be installed in conformance
with State of Minnesota manufactured home installation
requirements.
2. That a conforming sewage treatment system be installed.
If the existing water well is not usable or does not
pass water quality test standards, a conforming new
well must be constructed and the old well must be
properly sealed by a licensed will driller.
3. That any change in the use from that stated on the
permit shall be cause for review and the permit may be
continued, modified, or terminated.
4. That the conditional use permit shall be valid for a
period of five years.
This resolution shall become effective immediately upon its
passage and without publication.

Mr. Steve Michel, Physical Plant Director, presented the
following items for the Boards consideration.
Commissioner Landkamer moved and Commissioner Barnes
seconded the motion to authorize the chairperson to sign a letter
of intent to Johnson Controls, Minneapolis, MN, for a Performance
Contract on the Energy Conservation Project with Blue Earth
County Buildings. The motion carried. 95-368
Commissioner Bennett moved and Commissioner More seconded
the motion to authorize the Chairperson to sign an agreement with
Johnson Fishing, Mankato, MN, to lease a portion of the Blue
Earth County Radio Tower, in the amount of $960, a year not to
exceed five years. The motion carried. 95-369
Mr. Dennis McCoy, Deputy County Administrator, presented the
following Human Service items for the Boards consideration.
Commissioner Landkamer moved and Commissioner More seconded
the motion to approve the 1996-1999 Community Health Service Plan
for Blue Earth County. The motion carried. 95-370
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to approve the following Human Service
agreement:
Agreement with the Minnesota Department of Health to
conduct a breast and cervical cancer screening program
in coordination with screening sites within the service
area. The agreement is from October 1, 1995 to
September 30, 1996 in the amount of $6,995.

Commissioner Landkamer moved and Commissioner Barnes
seconded the motion to approve the following Human Service items:
Approval of an agreement with the State Department of
Human Services for the Children's Trust Fund Grant for
the period October 1, 1995, through September 30, 1998,
in the amount of $71,493.00. The FY96 amount is
$17,873.00. This funding goes towards supporting the
Partners In Parenting (PIP) Program.
Approval of an agreement with Interstate Reporting to
provide investigative services, paper service, and
other services as requested to the Child Support Unit
at an hourly rate of $25.00 per hour.
Designate the Human Service Department as the common
entry point for Blue Earth County. The common entry
point must be available 24 hours per day to take calls
from reporters of suspected maltreatment.
Approve the Human Services Department to provide one
month of funding or $650.00 to Friends of Families to
continue their current parent education effort. This
proposal is consistent with the County's goals of early
intervention. This mechanism reduces family
dysfunction and prevents more expensive service
interventions.
Approval of a host count agreement with Kensington
Homes to provide services under the Elderly Waivered
Service Program.

Commissioner Bennett moved and Commissioner Barnes seconded
the motion to approve the following:
Approve the Local Service Unit (LSU) plan section
pertaining to the Food Stamp Employment and Training
Program. County agencies are responsible for providing
FSET participants an orientation; individualized
employability assessments and employability development
plans. The County does not provide this program. It
is contracted to MRCI.
An agreement with the State Department of Human
Services to receive monies to assist with service costs
for children with mental health diagnoses who are
losing TEFRA/Medical Assistance eligibility and/or
Personal Care Attendants as a result of changes made by
the 1995 Legislature. Blue Earth County is eligible to
receive $8,596 for the period October 1, 1995 to June
30, 1996.
Approve giving a plaque at the Community Health
Conference to the Minnesota Department of Health and
the Disease Prevention and Control section for all
their support during 1995 through the Meningitis and
Legionnaires outbreaks.

Mr. Kris Miller, Advisory Committee Chairperson, gave an
overview of the September 14, 1995 Human Service Advisory
Committee's meeting.
Commissioner Barnes moved and Commissioner Landkamer
seconded the motion to approve authorization for one additional
911 Trunk Line:
WHEREAS, the Blue Earth County Dispatch Center has had
a significant increase in usage since originally
installed, and
WHEREAS, the increased demand could result in citizens
having a delay in using 911, and
WHEREAS, overflow calls are routed to the County's
seven digit emergency number, resulting in ANI/ALI not
being available to County dispatchers, or recorded on
the printouts, and
WHEREAS, the State Department of Administration has
advised the County that funding is available from the
State to cover the recurring costs of adding one
additional 911 trunk line,
NOW THEREFORE, IT IS HEREBY RESOLVED, that the County
Board authorizes the Sheriff to add one additional 911
trunk to the Blue Earth County Dispatch Center, and to
notify the State Department of Administration of the
County Boards' authorization.

the motion to approve a tax abatement to Ms. Rebecca Kirtz, 412
East Humphrey Street, Lake Crystal, MN, R09-12-05-212-006 K-

Commissioner Landkamer moved and Commissioner Bennett
seconded the motion to approve the following:
WHEREAS, the Association of Minnesota Counties Board of
Directors recognizes valuable innovations and
improvements taking place in Minnesota county
government through the Minnesota County Awards Program;
and
WHEREAS, Blue Earth County has been key in developing
an Integrated Waste Management System for the
processing of garbage to create compost material and
fuel to generate electricity, to preserve the
environment in the present and for future generations
and to educate the public about possibilities for and
liabilities of their garbage, and further to meet the
requirements of the Minnesota County Awards Program.
NOW, THEREFORE, BE IT RESOLVED, that the Blue Earth
County Board of Commissioners authorizes the Integrated
Waste Management System be submitted for consideration
by the Association of Minnesota Counties for an
Achievement Award.

Commissioner More moved and Commissioner Bennett seconded
the motion to appoint Ms. Ruth Nicolai, Mapleton, to the Library
