BLUE EARTH COUNTY, MINNESOTA

September 12, 1995





The County Board of Commissioners met in the Commissioners' 

Room at 9:00 a.m. Present were Chairperson Leon Tacheny, 

Commissioner Colleen Landkamer, Commissioner Lin Barnes, 

Commissioner Al Bennett, Commissioner Alvis More, County Attorney 

Ross Arneson and County Administrator David Twa. 



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the amended Agenda. The motion carried.

The Commissioners reported on meetings they have attended 

since the last Board meeting.



Commissioner Landkamer moved and Commissioner More seconded 

the motion to approve the August 29, 1995 Board minutes. The 

motion carried. 95-337



Commissioner Barnes moved and Commissioner Landkamer 

seconded the motion to approve the following Bills: 



Bills for Week of September 4-8, 1995



Grand Total $1,680,399.24



Bills for the Week of September 11-15, 1995 



Grand Total $1,836,424.00

Commissioner Landkamer moved and Commissioner Bennett 

seconded the motion to approve the following Personnel items: 



Resignation of Jodi Henriksen, Sexual Assault Services 

Specialist (B23) effective September 22, 1995. (Human 

Services)

Authorization to initiate recruitment for a Sexual 

Assault Services Specialist (B23). (Human Services) 



Revision of start date of Randy Baker, Social Worker 

(Mental Health Case Manager) (C42), from August 7, 1995 

to October 2, 1995. (Human Services)

Commissioner Landkamer moved and Commissioner More seconded 

the motion to approve the following Human Service contract: 



Contract with the Healthstaff Nursing Services of 

Minneapolis for the period June 1, 1995 through 

December 31, 1995 to provide services under the Elderly 

Waiver program.

Commissioner Landkamer moved and Commissioner More seconded 

the motion to approve the following proclamation: 



WHEREAS Blue Earth County is richly endowed with a 

great diversity of people with a great many needs; and 



WHEREAS the American Red Cross has dutifully served 

those individuals in need in Blue Earth County for the 

last 78 years; and



WHEREAS we would like to commend those individuals who 

helped make our chapter "Chapter of the Year" in 

Minnesota.



NOW THEREFORE the Blue Earth County Board of 

Commissioners do hereby proclaim Thursday, September 

21, 1995 to be



South Central Minnesota Chapter

of the American Red Cross Day



in Blue Earth County and urge all citizens to observe 

this special day in recognition of the American Red 

Cross's efforts in Blue Earth County.

The following individuals presented procedures to clarify 

the feedlot permit granting policy: Mr. Dan Fitzsimmons, Good 

Thunder; Ms. Shelli Grover, Farm Credit Services; Mr. Dennis 

Meyer, MinnStar Bank - Good Thunder; Mr. Mike Dove, New Ulm. 



Commissioner Landkamer moved and Commissioner Barnes 

seconded the motion to take no action on this proposal at this 

time but allow the Environmental Services Department to develop 

their own procedures. Commissioners More and Bennett voted nay.

Mr. David Twa, County Administrator, and Mr. Jerry Books, 

Finance Director presented the following 1996 Budget items. 



Commissioner Landkamer moved and Commissioner Barnes 

seconded the motion to approve the 1996 Budget: 



1996 BUDGET



WHEREAS, Minnesota Statutes 375A.06 provides that the 

County Administrator shall prepare and submit to the 

County Board a proposed annual budget and long-range 

capital expenditure program including detailed 

estimates of revenue and expenditures and enforce the 

provisions of the budget when adopted by the County 

Board, and



WHEREAS, the County Administrator has prepared such 

documents and the County Board has met in regular 

sessions for the purpose of adopting an adequate budget 

for maintenance of the administrative agencies of 

county government for fiscal year 1996, and 



WHEREAS, the County Board has come to the conclusion 

that the budget so prepared is adequate and according 

to form prescribed by Minnesota Statutes; 



NOW, THEREFORE BE IT RESOLVED, that the preliminary 

budget of $49,911,291 be adopted and certified to the 

County Finance Director this 12th Day of September, 

1995:

Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the 1996 Levy:



1996 LEVY



WHEREAS, Minnesota Statutes 375A.06 require that the 

proposed property tax levy for the coming year be 

certified to the County Finance Director by September 

15, and



WHEREAS, the County Administrator has prepared and the 

County Board has adopted a proposed 1996 County budget 

including the property tax levy;



NOW THEREFORE BE IT RESOLVED, that the following 1996 

proposed property tax levy of $12,639,751 be certified 

to the Blue Earth County Finance Director.

Commissioner Joe Harris, Dakota County/MICA President and 

Mr. Bob Orth, MICA Executive Director, gave a presentation of 

Metropolitan Inter-County Association's (MICA) accomplishments 

and goals for 1996.



Mr. Al Forsberg, Public Works Director, presented the 

following Public Works items:



Commissioner Landkamer moved and Commissioner Bennett 

seconded the motion to approve participation in the Mankato Area 

Transportation Study:



WHEREAS, the last Mankato Area Transportation Study was 

completed in about 1970 and significant changes have 

occurred since that time; and



WHEREAS, a Mankato Area Transportation Study would 

provide the foundation for development of a 

transportation system to serve the growth in the area; 

and



WHEREAS, the Study would identify opportunities for the 

State and local Government Agencies to work together in 

addressing our transportation needs and opportunities; 

now



THEREFORE BE IT RESOLVED, Blue Earth County joins in 

partnership with MNDOT, Nicollet County, Mankato and 

North Mankato in developing a Mankato Area 

Transportation Study.

Commissioner Barnes moved and Commissioner Landkamer 

seconded the motion to approve the lease agreement for 

Williams Park:



WHEREAS, 24 acres of Williams Park is owned by the 

Minnesota Department of Natural Resources (DNR) and the 

lease needs to be renewed in order to continue the use 

of this land for the Park; now



THEREFORE BE IT RESOLVED, the County Board Chair and 

County Administrator are authorized to sign this lease 

renewal through March 31, 2005 for a fee of $100.

The meeting recessed at 12:00 p.m. for a lunch meeting with 

the Nicollet County Board at North Links Golf Course. 



Commissioner Landkamer moved and Commissioner Bennett 

seconded the motion to approve funding the cost of the Mankato 

Area Transportation Study 64% ($32,00) by Blue Earth County and 

36% ($18,000) by Nicollet County. The motion carried. 95-347
