BLUE EARTH COUNTY, MINNESOTA
July 9, 1996
The County Board of Commissioners met in the Commissioners'
Room at 9:00 a.m. Present were Chairperson Colleen Landkamer,
Commissioner Leon Tacheny, Commissioner Lin Barnes, Commissioner
Al Bennett, Commissioner Alvis More, County Attorney Ross Arneson
and County Administrator David Twa.
Commissioner Barnes moved and Commissioner Bennett seconded
the motion to approve the amended Agenda with the deletion of the
3:00 p.m. discussion on County Ditches to be rescheduled at a
future date. The motion carried. 96-235
The Commissioners reported on committees that they have
attended since the last Board Meeting.
Mr. Dennis McCoy, Deputy County Administrator and Mr.
Charles Berg, Information Services Director, presented the
following bid for the Boards consideration.
Pursuant to publication, bids were received, opened and
reviewed with the following results:

Commissioner Tacheny moved and Commissioner Bennett seconded the
motion to award the low bid of $107,055.00 from Mankato Business
Products, Mankato, MN. The motion carried. 96-236
Mr. Dennis McCoy, Deputy County Administrator, presented the
following Human Service items for the Boards consideration.
Commissioner Barnes moved and Commissioner More seconded the
motion to approve the following Human Service contract:
Agreement with the Minnesota Department of Corrections
continuing our contract to provide clerical services to
the DOC in Faribault County.

Commissioner Bennett moved and Commissioner Tacheny seconded
the motion to approve items previously signed by the Chair:
The Chair signed an agreement which will provide
$87,500.00 during calendar year 1996 and $195,000.00
during calendar year 1997 to provide services to
severely emotionally disturbed adolescents with violent
behavior.
The Sexual Assault Service Grant application to the
Department of Corrections for $50,000.00 was previously
submitted and has been approved for the time period
July 1, 1996, through June 30, 1997.
An agreement with Prairie River Associates to provide
Medical Assistance/Waivered Services to individuals
with mental retardation or related conditions for the
period May 1, 1996, through December 31, 1996.

Commissioner Barnes moved and Commissioner Bennett seconded
the motion to approve the June 25, 1996 Board Minutes. The
motion carried. 96-239
Commissioner More moved and Commissioner Barnes seconded the
motion to approve the following Bills:
Bills for the Week of July 3-5, 1996
Grand Total $682,371.51
Bills for the Week of July 8-12, 1996
Grand Total $1,118,047.03

Commissioner Tacheny moved and Commissioner Bennett seconded
the motion to approve the following Personnel items:
Promotion of Ronald Rohn, from Engineering Technician
II (B31) to Engineering Technician III (C41), with a
salary adjustment from $14.12 to $14.55 per hour
effective July 10, 1996. (Highway)
Resignation of Douglas Rauenhorst, Patrol Officer
(C42), effective July 27, 1996. (Sheriff)
Change in employment status for Richard Murry, from
Patrol Officer (Full-Time, Temporary) (C42) to Full-
Time Patrol Officer (C42) effective July 28, 1996.

Employment of Michele Mulenburg, as a Custody Officer
(On-Call) (B23), with a starting salary of $10.53 per
hour effective July 10, 1996. (Sheriff)
Employment of Joel Jensen, as a Custody Officer (On-
Call) (B23), with a starting salary of $10.53 per hour
effective July 10, 1996. (Sheriff)
Authorization to initiate recruitment for 2.5 FTE
Social Worker positions (Intensive Case Worker) (C42).

Commissioner Bennett moved and Commissioner More seconded
the motion to approve an Application for Authorization to Conduct
Excluded Bingo to St. Matthew's Catholic Church, Vernon Center,
to be held at the Blue Earth County Fair, Garden City, from
August 8-11, 1996. The motion carried. 96-242
Mr. Alan Forsberg, Public Works Director, updated the Board
on the status of construction projects.
The meeting recessed at 12:00 p.m.
The meeting reconvened at 1:30 p.m.
Commissioner Bennett moved and Commissioner Barnes seconded
the motion authorizing Commissioner Landkamer, as the Board
Chairperson, to sign documents for the Crysteel Project. The
motion carried. 96-243
A Planning Workshop was held with Mr. Scott Fichtner,
Environmental Services Director and Mr. Chuck Peterson, Feedlot
Specialist, updating the Board on the feedlot program, the land
use ordinance and solid waste programs. Mr. David Twa, County
Administrator, presented information for the 1997 Budget.
Commissioner Bennett moved and Commissioner More seconded
the motion to adjourn at 2:42 p.m. The motion carried. 96-244
