BLUE EARTH COUNTY, MINNESOTA


March 10, 1998



The County Board of Commissioners met in the Commissioners' Room at 9:00 a.m. Present were Chairperson Alvis More, Commissioner Leon Tacheny, Commissioner Colleen Landkamer, Commissioner Al Bennett, Commissioner Lin Barnes, County Attorney Ross Arneson and County Administrator David Twa.

1. AGENDA REVIEW
Commissioner Tacheny moved and Commissioner Landkamer seconded the motion to approve the amended Agenda to include changes to ditch levies, Human Services contracts, DOC Prisoners contract and Highway 14 Partnership request. The motion carried. 98-83

2. COMMISSIONERS’ REPORTS ON COMMITTEES
The Commissioners reported on committees that they have attended since the last Board Meeting.

4. ENVIRONMENTAL SERVICES UPDATE
Mr. Scott Fichtner, Environmental Services Director and Mr. Veryl Morrell, Land Use & Natural Resources Administrator, gave an update on Environmental Service Department projects.

5. ENERGY PERFORMANCE CONTRACT
Mr. Steve Michel, Physical Plant Director, presented the following item for the Boards consideration.
Commissioner Tacheny moved and Commissioner Bennett seconded the motion to approve the Energy Performance Contract:
RESOLVED, that Commissioner Alvis More, Chairperson of the Blue Earth County Board of Commissioners, is hereby authorized to enter into and designated to sign a contract for the Energy Investment Loan Funds as authorized by Minnesota Statute Section 216C.37 and Laws of Minnesota 1998, Chapter 686, Article 1, Section 38, and approved by the Commissioner of the Minnesota Department of Public Services.

BE IT ALSO RESOLVED that the Blue Earth County Board of Commissioners guarantees it will annually levy or otherwise collect an amount sufficient to make annual loan payments of the interest and principal due on the loan amount approved, which is not to exceed the $55,013.00 requested in the accompanying loan application.

And

RESOLVED, that Commissioner Alvis More, Chairperson of the Blue Earth County Board of Commissioners, and David Twa, County Administrator, on behalf of Blue Earth County, are hereby authorized to enter into and designated to sign a contract with Johnson Controls, Inc., pursuant to Statute 471.345 in the amount of $1,081,956.00 and Planned Service Agreements Costs as proposed in the performance contract Project Summary.

BE IT ALSO RESOLVED that Stephen J. Michel, Physical Plant Director, on behalf of Blue Earth County, is hereby authorized to approve progress payments for the above-said contract.

6. PADDLING CLUB RIVER CLEAN UP PROJECT

Mr. Tom Marks, Ms. Marcia Mason and Mr. Steve Herbeck, members of the Mankato Paddling and Outing Club, updated the Board on their clean up project.
The Board was invited to attend the Fifth Annual River Clean Up Event to be held on May 2, 1998, in Sibley Park, Mankato.

3. ADMINISTRATIVE SERVICES
Mr. David Twa, County Administrator, presented the following items for the Boards consideration.
Commissioner Bennett moved and Commissioner Landkamer seconded the motion to approve the amended February 17, 1998 Board Minutes to include a name correction. The motion carried. 98-85
Commissioner Tacheny moved and Commissioner Barnes seconded the motion to approve the following Bills:

Commissioner Barnes moved and Commissioner Bennett seconded the motion to approve the following Personnel items:
Employment of David Esping, as a Microcomputer Support Technician (B31), with a starting salary of $11.95 per hour effective March 11, 1998. (Data Processing)

Employment of Dennis Krause, as a Microcomputer Support Technician (B31), with a starting salary of $11.95 per hour effective March 11, 1998. (Data Processing)

Authorization to initiate recruitment for a Custody Officer (B23). (Sheriff)

Resignation of Connie Schilling, Word Processing Operator II (B21) effective March 3, 1998. (Word Processing)

Authorization to initiate recruitment for a Word Processing Operator II (B21). (Word Processing)

Authorization to initiate recruitment for a Clerical Specialist I (B21). (Extension)

Employment of Christopher Segar, Light Equipment Operator (B21), with a starting salary of $9.73 per hour effective March 16, 1998. (Highway)

Authorization to initiate recruitment for a Custody Officer (On-Call). (Sheriff)

Employment of Jeffrey Moore, as Custody Officer (On-Call) (B23) with a starting salary of $10.95 per hour effective March 11, 1998. (Sheriff)

Commissioner Barnes moved and Commissioner Landkamer seconded the motion to approve a Minnesota Lawful Gambling Application for Authorization for an Exemption from Lawful Gambling License to Hospice Family Fundraisers, Mankato, MN. The raffle will take place on April 18, 1998 at the Mankato Golf Club, Mankato Township. The motion carried. 98-88
Commissioner Landkamer moved and Commissioner Barnes seconded the motion to appoint Ms. Kathie Davis, Mankato; Mr. Brian Rother, Mankato; Rev. John Schofield, Mankato and Mr. Karsten Anderson, St. Clair, to the Community Corrections Advisory Committee. The motion carried. 98-89
Commissioner Tacheny moved and Commissioner Landkamer seconded the motion to approve a State of Minnesota Gambling Control Board Premises Permit Renewal Application to Eagles Aerie 269 Mankato to be held at Last Chance Bar, South Bend Township. The motion carried. 98-90
The January 31, 1998 Financial Status was presented as an informational item.
Commissioner Landkamer moved and Commissioner Bennett seconded the motion to authorize the County Attorney and County Engineer to use eminent domain authority to acquire right of way for CSAH 190. The motion carried. 98-91
Commissioner Barnes moved and Commissioner Bennett seconded the motion to approve a Combination Application for Retailer’s (On-Sale) (Off-Sale) 3.2 Malt Liquor License to Mr. Kyle Bohks, doing business as Minneopa Golf Course, South Bend Township. The motion carried. 98-92
Commissioner Landkamer moved and Commissioner Barnes seconded the motion to approve the following Proclamation:
Whereas, _Academic Excellence is an accomplishment deserving recognition; and the vast knowledge gained through academics can enrich the lives of many, _thereby contributing to better citizenship; and

The Mankato East High School Academic Decathlon Team has won the Minnesota State Championship, Class AA Division, and will be representing the State of Minnesota in national competition;

The _citizens _of _Blue Earth County wish to congratulate _and recognize this_exciting accomplishment; and

It is appropriate to designate March 23, 1998 as

"MANKATO EAST HIGH SCHOOL
ACADEMIC DECATHLON TEAM DAY!"


Now, _Therefore, Be It Resolved, by the Blue Earth County Board _of Commissioners that the Mankato East High School Academic Decathlon Team be_congratulated on behalf of the entire County of Blue Earth on their achievements!

Be it further resolved, that March 23, 1998, is hereby proclaimed

"MANKATO EAST HIGH SCHOOL
ACADEMIC DECATHLON TEAM DAY!"

Commissioner Bennett moved and Commissioner Landkamer seconded the motion to approve the following Proclamation:

“RIVER FRIENDLY FARMERS”
BLUE EARTH COUNTY
PROCLAMATION


WHEREAS Blue Earth County is participating with thirty-six other counties in the Minnesota River Basin Joint Powers Board.

WHEREAS Blue Earth County supports voluntary efforts to implement best management agricultural practices to enhance surface water quality in the Minnesota River Basin.

WHEREAS Blue Earth County supports the concept and criteria established for the “River Friendly Farmers” program.

WHEREAS Blue Earth County farm families were provided an opportunity to apply for the “River Friendly Farmer” program and all applications were reviewed by a special County Environmental Education Committee to verify that listed criteria were achieved.

The Blue Earth County Board of Commissioners supports the designation of the following Blue Earth County farm families as “River Friendly Farmers”:

Commissioner Bennett moved and Commissioner Landkamer seconded the motion to approve the following adjusted special drainage system levies payable in 1998:

Commissioner Tacheny moved and Commissioner Barnes seconded the motion to approve the supplement to the Joint Powers Agreement with the State of Minnesota Department of Corrections to provide work release related services. This supplement increases the amount of money encumbered in the agreement due to an increase in the number of Work Release offenders referred to Blue Earth County. The motion carried. 98-96
Commissioner Landkamer moved and Commissioner Bennett seconded the motion to approve the following Human Service contracts:
Approve a Shared Service Agreement with St. Peter Regional Treatment Center for the period April 1, 1998 through December 31, 1998 for psychiatric services.

Approve a Purchase of Service Agreement with Christian Concern, Inc., to provide Family Based Services and Family Support Services for the period January 1, 1998 through December 31, 1998.
