The County Board of Commissioners met in the Commissioners' 

Room at 9:00 a.m. Present were Chairperson Leon Tacheny, 

Commissioner Lin Barnes, Commissioner Al Bennett, Commissioner 

Alvis More, County Attorney Ross Arneson and Deputy County 

Administrator Dennis McCoy.



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the Agenda. The motion carried. 95-192 



The Commissioners reported on meetings that they have 

attended since the last Board meeting.



Mr. Steve Michel, Physical Plant Director, presented the 

following bids for the Boards consideration. 



Pursuant to publication, bids were received, opened and 

reviewed for the following projects, with the following results:

Mr. Scott Fichtner, Environmental Services Director, 

presented the following items for the Boards consideration. 



Commissioner More moved and Commissioner Bennett seconded 

the motion to approve the transfer of the Blue Earth County 

Recycling Center Agreement with Minnesota Valley Recycling to 

Sanifill, Inc. which is purchasing MN Valley Recycling/Kato 

Sanitation. The motion carried. 95-196



Commissioner Bennett moved and Commissioner More seconded 

the motion to approve an agreement with Northern States Power to 

conduct a fluorescent bulb recycling collection for businesses.

motion to approve the May 23, 1995 Board Minutes. The motion

to Jail Administrator (B31) with a salary adjustment 

from $12.32 to $13.05 per hour effective May 30, 1995.

Employment of Christopher Spencer, as a Waste 

Management Specialist (C41), with a starting salary of 

$13.04 per hour effective June 12, 1995.

Mr. Charles Berg, Information Services Director, and Mr. 

Jerry Kallheim, Deputy Administrator-Land Records, gave an update 

on the productivity increases with the new Mainframe Computer 

System.



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the following Human Service items: 



Extension of the existing host county agreements with 

REM-Mankato to provide waivered services and semi- 

independent living services from July 1, 1995 to March 

31, 1996.



Renewal of an agreement with Interstate Reporting 

Company to provide the fraud prevention program from 

July 1, 1995 to June 30, 1997.



Extension of the host county agreement with MRCI- 

Mankato to provide day training and habilitation 

services from July 1, 1995 to March 31, 1996. 



Extension of the host county agreement with 

Habilitative Services Inc. to provide waivered services 

from July 1, 1995 to March 31, 1996.



Authorization to initiate the process of entering the 

Prepaid Medical Assistance Program contingent upon 

satisfactory resolution of County cost-shifting 

concerns.



Approval of the House of Hope host county agreement 

effective July 1, 1995 through June 30, 1996. 



Approval of Human Services fee policy changes to be 

effective June 26, 1995. The changes are primarily 

cost of living adjustments.



Extension of the existing host county agreement with 

Christian Concern from July 1, 1995 to March 31, 1996 

due to Legislative action which directs when contract 

amounts will change and by how much.



Extension of the host county agreement with SMILES from 

July 1, 1995 to March 31, 1996 due to Legislative 

action which directs when contract amounts will change 

and by how much.



Renewal of the existing agreement with the Minnesota 

Department of Corrections to provide secretarial 

services in Faribault County.



Approval of an agreement with School District 77 to 

complete IEIC (Interagency Early Intervention 

Committee)_ responsibilities in an amount not to exceed 

$2,800. The County flows these monies to the 

Committee. The funding is 100% state funded. 



Authorization for the Southeast Minnesota Housing 

Network to submit an application to Minnesota Housing 

Finance Agency for a grant to provide homeless 

assistance services in Blue Earth County.

Mr. Jerry Kallheim, Deputy County Administrator-Land 

Records, presented the following abatements. Commissioner More 

moved and Commissioner Bennett seconded the motion to approve tax 

abatements to Narisco P & Ruth Tenorio, 633 South Front Street, 

Mankato, MN R01-09-18-152-012 K-82751 for Years 1988, 1989 and 

1990; Mark Norman Jenkins, RT 1, Box 79, Mapleton, MN R51-23-01- 

200-001 K-222654 for year 1994 and Kenneth & Harold Williams, 

1022 Third Avenue, Mankato, MN R01-09-06-402-004 K-42787 for year 

1994. The motion carried. 95-203



Commissioner Bennett moved and Commissioner Barnes seconded 

the motion to appoint Commissioner Landkamer as delegate and 

Commissioner More as an alternate for the NACO Association's 

annual election of officers and policy adoption for the 1995 

American County Platform. The motion carried. 95-204 



Ms. Kathy Meyer and Mr. Cliff Meyer, Mapleton, voiced 

concerns to the County Board.



Mr. Al Forsberg, Public Works Director, presented the 

following items for the Boards consideration.

Mr. Joe Metro, VP for University Operations, Mankato State 

University, was present for the following item. Commissioner 

Barnes moved and Commissioner Bennett seconded the motion to 

approve the following:



RESOLUTION



WHEREAS, extension of County Road No. 190 (Stadium 

Road) from Pohl Road to County State Aid Highway No. 8 

(Monks Avenue) would provide improved access, improve 

safety, and provide a unified entrance from the south, 

east, and west to Mankato State University; and 



WHEREAS, this extension of County Road 190 would 

provide logical termini of CSAH 82 on the east and CSAH 

8 on the west;



NOW THEREFORE BE IT RESOLVED, that the County Board of 

Commissioners of Blue Earth County do hereby designate 

the following described road as County Road No. 190: 



Beginning at a point 820 feet East of the 

Center of Section 20, Township 108 North, 

Range 26 West, then Westerly along the Center 

Line of said Section 20, Township 108 North, 

Range 26 West to the West Quarter Corner of 

said Section 20, there terminating, amounting 

to 0.66 mile, more or less.

Jans, Office Manager, were present for the Annual Report 

presentations. Commissioner More moved and Commissioner Bennett 

seconded the motion to accept the Annual Public Works Department 

Report for 1994 and the Annual Park Department Report for 1994.

the motion to adjourn at 12:10 p.m. The motion carried. 95-209
