The County Board of Commissioners met in the Commissioners' 

Room at 9:00 a.m. Present were Chairperson Colleen Landkamer, 

Commissioner Leon Tacheny, Commissioner Lin Barnes, Commissioner 

Al Bennett, Commissioner Alvis More, County Attorney Ross Arneson 

and County Administrator David Twa.



Commissioner More moved and Commissioner Bennett seconded 

the motion to approve the amended Agenda to include the Oath of 

Office and Recycling Education Committee appointments. The 

motion carried. 97-1



Commissioner Tacheny moved and Commissioner More seconded 

the motion to re-appoint the following individuals to another 2- 

year term on the Recycling Education Committee: Ms. Kay Bierma, 

Mankato; Ms. Roxanne Clemens, Mankato; Mr. Michael Laven, 

Mankato; Ms. Dawn Ulrich, Mankato; Mr. Joe Metro, Mankato and re- 

appoint Mr. Mike Laven as Chair of the Recycling Education 

Committee. The motion carried. 97-2



Commissioner Tacheny moved and Commissioner Bennett seconded 

the motion to appoint Commissioner Barnes as the Chairperson for 

1997. The motion carried. 97-3



Commissioner Landkamer moved and Commissioner Bennett 

seconded the motion to appoint Commissioner More as the Vice-

Ms. Cheryl Reed, Benefits Analyst from Meadowbrook Insurance 

Group, a free service through the MCIT membership, gave a 

presentation on employee benefit services. The Board decided to look 

into other employee benefit options for 1998 with Meadowbrooks' 

assistance.



Mr. Joel Anderson, Area Wildlife Manager, presented the 

following DNR Land acquisition, which has been approved by the Soil 

and Water Conservation District and the Danville Township Board.

In accordance with Minnesota Statutes 97A.145 Subd. 2, the 

Commissioner of the Department of Natural Resources on 

January 8, 1997 provided the County Board and the 

appropriate town officers with a description of lands to be 

acquired by the State of Minnesota for water and wildlife 

conservation purposes.



Lands to be acquired are described as follows: That 

portion of the E1/2W1/2 and the W1/2E1/2 of Sec. 34, T 105 

N, R 25 W, described as follows:

Commissioner More moved and Commissioner Tacheny seconded the 

motion to authorize the Chair and County Administrator to sign a 

Cooperative Agreement with the Minnesota Department of Natural 

Resources (DNR) to construct an improved boat launching ramp on Lura 

Lake in Daly Park. The motion carried. 97-14 



Commissioner More moved and Commissioner Landkamer seconded the 

motion to designate Indian Lake Park as part of the Blue Earth County 

Park System. The motion carried. 97-15



The meeting recessed at 12:15 p.m.



The meeting reconvened at 1:40 p.m.



At 1:40 p.m. on January 7, 1997, the annual meeting of the Blue 

Earth County Regional Railroad Authority was held in the Boardroom, 

Blue Earth County Courthouse. Chairperson Landkamer called the 

meeting to order.



Commissioner Bennett moved and Commissioner Tacheny seconded the 

motion to approve the minutes of the meeting of January 2, 1996. The 

motion passed with all members voting aye. 97-16 



Commissioner Tacheny moved and Commissioner More seconded the 

motion to elect the following as officers of the Railroad Authority 

for 1997:

There being no further business, Commissioner Landkamer moved 

and Commissioner More seconded the motion to adjourn the annual 

meeting of the Railroad Authority at 1:45 p.m. The motion carried 

97-18



Mr. Steve Michel, Physical Plant Director, gave an update on the 

Blue Earth County Tower leases. He is working with some new proposed 

leases and will bring them back to the Board if they reach an 

agreement.



Mr. Michel also updated the Board on the Law Enforcement Center 

space issues. After much discussion Commissioner Landkamer moved and 

Commissioner Tacheny seconded the motion to relocate the Community 

Corrections Department out of the Law Enforcement Center and into an 

appropriate location. The County Administrator and Mr. Michel will 

look into relocating the Corrections Department in the Nichols 

Building, Downtown Mall, Government Center or in the private sector. 

Mr. Ken Bunde, Mankato, serving on the Downtown Revitalization 

Committee commented that space is available in the downtown mall.
