April 2, 1996





The County Board of Commissioners met in the Commissioners' 

Room at 6:00 p.m. Present were Chairperson Colleen Landkamer, 

Commissioner Leon Tacheny, Commissioner Al Bennett, Commissioner 

Alvis More, and County Administrator David Twa. 



Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the amended Agenda. The motion carried.

The Commissioners reported on committees that they have 

attended since the last Board Meeting.



Mr. Jerry Kallheim, Land Records Director, presented the 

following item for the Boards consideration. 



Commissioner Tacheny moved and Commissioner More seconded 

the motion to enter into an agreement with The Sidwell Company, 

West Chicago, IL, for aerial photography of Blue Earth County.

Commissioner Tacheny moved and Commissioner Bennett seconded 

the motion to approve the March 26, 1996 Board Minutes. The 

motion carried. 96-122



Commissioner More moved and Commissioner Bennett seconded 

the motion to approve the following Bills: 



Bills for Week of April 1-5, 1996



Grand Total $1,190,603.25

Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the following Personnel items: 



Completion of employment for Catherine Hicks, Sexual 

Assault Services Specialist (B23), effective March 26, 

1996. (Human Services)



Authorization to initiate recruitment for a Sexual 

Assault Services Specialist (B23). (Human Services) 



Change in employment status for Douglas Rauenhorst, 

from Patrol Officer (Full-Time, Temporary) (C42) to 

full-time Patrol Officer (C42) effective March 1, 1996. 

(Sheriff)



Employment of Richard Murray, as a Patrol Officer 

(Full-Time, Temporary) (C42), with a starting salary of 

$17.82 per hour effective April 15, 1996. (Sheriff) 



Approve amendment 10.2 (B) to the Blue Earth County 

Personnel Rules concerning Family and Medical Leave: 



Deleted language is marked by strike out. 



B. Family and Medical Leave



In accordance with the Family and Medical Leave Act 

(FMLA) of 1993 (29 CFR Part 825), "eligible" employees 

may use up to a maximum of 12 weeks of unpaid leave per 

payroll year for: the addition of a dependent child to 

their family (through birth, adoption, or foster care); 

the care of the employee's seriously ill spouse, 

parent, or parent-in-law; the care of the employee's 

seriously ill natural, adoptive, foster, or step child; 

or for an employee's own serous health condition that 

renders the employee incapable of performing the 

functions of their job. An "eligible employee' is 

defined as an employee who has worked for the County 

for at least six continuous months AND for at least 520 

hours during the six months prior to the start of the 

leave. Employees are not eligible to begin an FMLA 

leave until they have exhausted their sick leave 

balance.

Commissioner Tacheny moved and Commissioner More seconded 

the motion to approve a tax abatement for Patrick & Lori Lahs, 

122 South Crystal Street, Lake Crystal, MN for taxes payable in 

1996. The motion carried. Commissioner Bennett abstained. 96-

Commissioner Tacheny moved and Commissioner More seconded 

the motion to approve a Renewal of Consumption & Display Permit 

to the Mankato Labor Temple Assn., 310 McKenzie, Mankato, 

Southbend Township. The motion carried. 96-126 



Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the following Human Services contracts: 



Shared Service Agreement with St. Peter Regional 

Treatment Center for the period April 1, 1996 through 

March 31, 1997 for psychiatric services. 



Agreement with Susan M. Gilster, Mankato, for waivered 

services for the period from April 8, 1996 through 

December 31, 1997.

Commissioner Bennett moved and Commissioner More seconded 

the motion to authorize the payment of $627,075.50 for the 

closure of completed cells at the Ponderosa Landfill, with the 

funds being paid from the Solid Waste Fund. The motion carried.

Mr. Al Forsberg, Public Works Director, presented the 

following equipment bids.



Pursuant to publication, bids were received, opened and 

reviewed for the following Public Works equipment, with the 

following results.
