About the Program
The Blue Earth County EDA, associated with the Mankato EDA, manages public housing properties throughout Blue Earth County as part of its Affordable Rental Housing Program. The Affordable Rental Housing (ARH) Program allows low-income persons and families to live in subsidized housing managed by the City of Mankato. Program participants pay 30% of their income for rent and utilities.
Housing staff manage 263 properties throughout Blue Earth County from one-bedroom apartments to five-bedroom single-family homes. Applicants may apply for housing in Mankato, Eagle Lake, Madison Lake, Mapleton, and Lake Crystal.
To qualify for the Affordable Rental Program, applicants must meet income guidelines, pass a background check, and have a favorable rental history.

The Affordable Rental Housing Program includes Orness Plaza, Pioneer Plaza, Eastview Apartments and Breckenridge Townhomes, as well as many duplexes and single-family homes.
Conveniently located near shopping and medical facilities on the Mankato hilltop, Orness Plaza
is comfortable and inviting housing targeted to senior citizens and disabled people. The building consists of 101 units, predominately one bedroom. The building was recently renovated; the units now have new bathrooms, kitchens, and flooring, as well as central air-conditioning, outdoor plaza, fitness center, and interior walking track.
Located on the north shore of beautiful Madison Lake, Pioneer Plaza
is within walking distance to grocery stores and other services. The building consists of 13 units; two are two bedrooms and 11 are one bedroom. There are two handicap-accessible units in the building; a two-bedroom and a one-bedroom. Each apartment has a walk-out patio and on-site parking. The building has laundry facilities and a community room for use by the residents.
Located across from the high school in Mapleton, Eastview Apartments
is within walking distance to services and groceries. The building consists of 12 units, 1 two-bedroom and 11 one-bedroom units. Two units in Pioneer Plaza are handicap-accessible; a one-bedroom and a two-bedroom. All units have a walk-out patio. The building has on-site parking, laundry facilities, and community room for the use of the residents.
This townhome community resides on the west edge of Eagle Lake and includes 18 units. Breckenridge Townhomes
offer a variety of amenities including; two or three bedroom units, attached garages, central air, washers and dryers, a courtyard with a gazebo, energy-efficient appliances, smoke free complex and a playground. One building is also fully handicapped accessible with another unit designed for use as handicapped accessible if needed. The back of each townhome faces the courtyard and playground, which makes the property ideal for families.
